301-402-4509 This is a combined synopsis/solicitation for Commercial
Items, prepared in accordance with the format in FAR 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation and a separate written
solicitation will not be issued. This solicitation, NCI-RFQ-00020-NV,
includes all applicable provisions and clauses in effect through FAR
97-14. The acquisition will be made pursuant to the authority in FAR
13.5 to use simplified procedures for commercial acquisitions. The
standard Industrial Code is 3861 and the business size is 500
employees. This solicitation is set aside for small business.
Requirement: The National Cancer Institute, on behalf of the National
Institute of Neurological Disorders and Stroke (NINDS), requires a
Digital Camera System for studies of peripheral nervous system
development. The investigator will capture and archive high resolution
digital images of immunofluorescence stained, sectioned animal tissues
with the system. These images will then be easily and directly
processed into high quality figures documenting laboratory results for
publication. The investigator will avoid the time delay, expenses, and
uncertainty associated with processing photographic materials, as well
as avoiding the loss in resolution and quality associated with
digitization of photographic materials, prior to production of
microscopic images for publication. The digital camera system shall
include a high sensitivity digital camera with a pixel size equal to
6.7 square microns or less, a read-out rate of 5megahertz or greater,
and be cooled to -10 degrees Celsius or lower. This camera shall
provide at least a 12 bit (4096 gray level) black and white image. The
system shall include an RBG liquid crystal filter that is integrated
with the camera to produce 24 bit color images. The system shall
include an external shutter to control illumination of the specimen,
and the camera shall provide a TTL pulse for controlling this shutter.
The camera must also provide a video output to allow rapid focusing.
The camera must be PCI compatible for integration with an existing
Macintosh computer, and the system shall include software allowing
computer control of an existing Zeiss microscope along with the camera,
the RBG filter device, and the illumination shutter. Software to
control the camera, microscope, RGB filter, and illumination shutter
shall allow for automation with macros that can be written by the user.
In addition, the supplier must provide written macros for automated
capture of color images. These macros shall enable capture of color
compensated images in brightfield, phase contrast, and with flourescent
images produced by the flourophores: Cy3, oregon green, DAPI, and
catecholamine histoflourescence. The offeror shall provide complete
installation and intergration of the camera, filters, and illumination
shutter with an existing Zeiss Axiophot2 Microscope and Macintosh G3
computer. In addition, the offeror shall provide training for 6 users
within 21 working days of final delivery/set-up and final inspection of
the system by the NINDs project officer. The training shall consist of
at least a one hour, on-site module, encompassing system capabilities,
features, use of macros, and appropriate care of the system. The
offeror shall also provide a one year warranty inclusive of parts and
labor and on-site technical support as required. The contractor shall
provide a Year 2000 Warranty for each hardware, software, and firmware
product delivered under this contract. Nothing in this warranty shall
be construed to limit any rights or remedies the Government may
otherwise have under this contract with respect to defects other than
Year 2000 performance. Delivery time including installation and
integration of all items (even written macros), shall be within 45 days
after award. Delivery shall be FOB Destination or FOB Origin with
transportation insurance provided by the vendor with inside delivery.

descriptive literature, warranties, and/or other information in
sufficient detail to demonstrate that their quotation fully meets the
requirements of this solicitation. The contract will be awarded to the
lowest price offer that fully meets the requirements of this
solicitation. The award will be in the aggregate for all items listed
herein. Offers/quotations must be in writing and one original and two
copies of the following shall be submitted: 1) A price quote on a
completed SF-18 or SF-1449 with a completed "Schedule of Offered
Supplies/Services," signed by an authorized individual to bind the
organization; 2) A completed copy of FAR 52.212-3 "Offeror
Representations and Certifications -- Commercial Items -- with Duns
Number Addendum," signed by an authorized representative of the
offeror; 3) descriptive literature and other information indicating
that the quotation fully meets the requirements herein: 4) A copy of
the most recent published price list (this is not a quotation) if
available; and 5) acknowledgment of amendments, if any. All offers and
related materials must be received in the noted office by no later
than 2:00 PM EST on December 6, 1999. Full text copies of the
