COMMERCE BUSINESS DAILY ISSUE OF NOVEMBER 17,1999 PSA#2477DOC; Mountain Administrative Support Center; Acquisition Management
Division; 325 Broadway MC3; Boulder, CO 80303-3328 58 -- FREQUENCY-DOUBLED ND-DOPED LASER SOL NB847000000070JW DUE 113099
POC Jacqueline Wright (303) 497-5282, FAX (303) 497-3163 E-MAIL: NOAA;
MASC Acquisitions Management, Brenda.S.Summers@noaa.gov. The National
Institute of Standards and Technology (NIST) has a requirement for a
laser system. The laser will be used in research toward constructing
quantum logic gates for quantum computers and advanced frequency
standards which need several Watts of laser radiation to pump tunable
dye lasers which run at 626nm. The laser system shall, as a minimum,
include: 1) Power greater than 5W, Wavelength 532nm, Noise less than
0.02 percent rms from 10 Hz to 1GHz, Linewidth less than 5MHz, single
longitudinal mode, Power Stability plus or minus 1 percent over 2 hours
after a 15 minute warmup, Pointing Stability less than 5
microrad/degree Celsius. 2) The laser must deliver non-mode-hop, single
longitudinal-mode output; i.e., linewidth must be under 5MHz. 3) The
laser must have a noise performance of lower than 0.02 percent rms from
10Hz to 1GHz. This low-noise performance is required for us to pursue
our research goals. 4) To prevent all dust, room environmental
contamination (i.e., solvents, media or other airborne contaminants)
from ever interfacing with sensitive optics, the laser head must be
fully hermetically sealed. 5) When replacing the pump laser diode
modules, the laser head position and beam propagation path must not
change, nor shall the laser cavity require any realignment or exposure
to the laboratory environment. Therefore, the pump diode module and
the delivery fiber must detach from each other. The delivery fiber must
not detach at the laser head when replacing the laser pump diode
module. 6) To ensure maximum pump diode lifetime, the pump diodes must
be manufactured using aluminum-free active area diodes. Diodes using
Al in the active region are unacceptable because of shortened lifetime
caused by Al oxidation-induced optical failure. These are the only
specifications. There is no bid package available. Interested sources
must submit a written qualification statement, literature, along with
the quote by November 30, 1999. Responses must reference Synopsis No.
NB847000000070JW. This announcement/solicitation is being issued under
the Simplified Acquisition Procedures, FAR Part 13 (NTE $100,000.00).
The award decision will be based upon the best value to the
Government, with technical merit and past performance being
significantly more important than price. Terms and Conditions and
agency level protest procedures are referenced at
