Laboratory has a requirement for analysis of the interaction of
radiation with non-LTE plasmas. This requirement will be set aside on
a 100% basis for small business concerns under SIC Code 8731. NRL's
Laser Plasma Branch has a large research effort to study the
interaction of intense laser beams with dense plasma targets, as part
of its multi-year laser fusion program. This contract will provide
support services to develop new atomic physics opacity/emissivity
modeling of plasmas in non local-thermodynamic-equilibrium (non-LTE).
This requires further development of existing models, developing new
analytic models, and programming these models with very large computer
codes. The new models should be based on state of the art LTE opacity
models, taking into account realistic radiation fields. A CPFF term
type contract with a base year and four option years is contemplated,
with 3,500 hours in the first year and 4,500 in option years for a
total of 21,500 hours. A start date of approximately March 15, 2000, is
anticipated. Anticipated personnel include a senior physicist (2,000
hours each year), a physicist for 1,000 hours the first year and 2,000
in subsequent years, and a physicist for 500 hours each year. All
performance is anticipated at NRL for the first two positions and
off-site for the latter position. ARTEP, Inc. of Columbia, MD is
currently performing such services under an existing contract. A
detailed sow will be issued with the solicitation. Proposals will be
due approximately 30 days after the solicitation is issued. NRL uses
Electronic Commerce (EC) to issue RFPs and amendments to RFPs. This
solicitation and any amendments to it will be available via the
Internet at the URL address shown below. Paper copies of the RFP will
not be provided. Numbered Notes 1 and 26 apply. 1. The proposed
contract is 100% set aside for small business concerns. 26. Based upon
market research, the Government is not using the policies contained in
Part 12, Acquisition of Commercial Items, in its solicitation for the
described supplies or services. However, interested persons may
identify to the contracting officer their interest and capability to
satisfy the Government's requirement with a commercial item within 15
