The encoders were originally manufactured by Comsat RSI, a.k.a. Electromechanical Systems, Inc., as a part of the Nexrad Radar System for the National Weather Service. The Government does own specifications and drawings. The item is proprietary to Comsat RSI. The intended procurement is for supplies for which the Government intends to acquire from one manufacturer under the authority of 41USC253 (c)(1). The Government knows of only one source authorized to provide the item identified. This is not a request for proposals and there is no solicitation available at this time. This acquisition is being conducted pursuant to the guidelines set forth in FAR Part 13. The Government reserves the right to solicit bids based on receipt of affirmative responses to this notice or issue an order to Electromechanical Systems (Comstat RSI) whichever is determined to be moreadvantageous to the Government without further notice.
