20 -- DOPPLER SONAR VELOCITY LOG (DSVL) SOL n/a DUE 112499 POC Chris Hannah, Contract Specialist, (703) 602-0200 DOPPLER SONAR VELOCITY LOG (DSVL), SOURCES SOUGHT. The Naval Sea Systems Command intends to hold a competition for Doppler Sonar Velocity Logs (DSVL) in an effort to establish an alternate-source manufacturer to Litton Marine Systems, Inc. (LMS) in accordance with FAR subpart 6.2. Inasmuch as LMS is the current source for the Navy's DSVLs, it will be excluded from the best value competition. NAVSEA is seeking an alternate-source DSVL system capable of meeting the Navy's requirements for both surface ships and submarines as specified in its Prime Item Product Function Specification for the AN/WQN-2 DSVL, SHIPS-D-6000. While it is recognized that input/output integration as well as some limited modification efforts will be required, this is not a developmental effort. Accordingly, potential alternate-source offerors must have a non-developmental item (NDI) DSVL system presently capable of meeting the following characteristics: -- Must have a transducer that meets the dimension requirements of SHIPS-D-6000, which includes a base diameter of 6 inches and an approximate height of 7.62 inches; -- Must have a transducer that flush-mounts to the hull and is capable of waterborne (underwater) installation; -- Must have an operating frequency no less than 550 Hz; -- Must use minimal two-axis velocity determination (fore-aft and athwartship in the ship's horizontal deck coordinate frame); and -- Must have high-impact shock survivability in accordance with MIL-S-901D. The Navy has a budget of up to $1.6 million for any resulting contract, and the scope of work will focus on integration and testing of the alternate-source DSVL system. It is planned as a 12-month effort. Ultimately, the system must have submarine operational capability at (classified) deep dive level. It is anticipated that both LMS and the alternate-source manufacturer will then have fully qualified systems that will be eligible for a follow-on competition for DSVL production units. In addition to meeting the above salient characteristics, potential offerors must have full security clearance at the Secret level prior to award. Award will not be held up pending obtainment of the requisite clearances.
