Source Selection procedures for the following: Constructs a new 1096 SM
single story prefabricated modular steel and concrete jet aircraft
acoustical enclosure for engine-in-aircraft high power testing. The
acoustical enclosure includes an air intake with silencers, high
temperature exhaust silencing system, and a structurally isolated
contiguous ancillary building to house the observation room, mechanical
equipment room, toilet, and storage room. Supporting facilities include
site work, utility work, site demolition, and other project related
work by means of a negotiated firm fixed-price contract. The contract
will be awarded to the best value offeror in accordance with the
requirements of FAR Part 15. Requirement for the Source Selection
criteria factor are as follows: (1) Past Performance; and (2) Support
for Small, Small Disadvantaged Business and Women-Owned Small Business
Program; Subfactors (1) Subcontracting Past Performance and (2)
Subcontracting Plan Effort; (3)Corporate Experience, and (4) Technical
Approach; and (5) Price. PROPOSERS ARE ADVISED AN AWARD MAY BE MADE
WITHOUT DISCUSSION OR ANY CONTACT CONCERNING THE PROPOSALS RECEIVED.
Proposers should not assume they will be contacted, or afforded the
opportunity to quality, discuss, or revise their proposals. However,
the Government may contact proposers for the purpose of clarifying
aspects of their proposal. The Government also reserves the right to
enter into discussions if deemed necessary, and if discussions are
conducted the proposers will be afforded the opportunity to revise
their proposals. The approximate Request for Proposal Date is 22
December 1999. The receipt of proposals is approximately 31 January
2000. This solicitation is available in electronic format only. All
documents will be in the Adobe Acrobat PDF file format on CD ROM. The
free Acrobat Reader, required to view the PDF files, is provided on the
CD or can be downloaded from the Adobe website. A charge will be made
for each CD. The cost is$12.50 for the CD. This price includes priority
