combined synopsis/solicitation for commercial items prepared in
accordance with the format in subpart 12.6 as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. This solicitation, No.
F02604-00-Q0036 is issued as a request for quotation (RFQ). This
solicitation document, incorporated provisions and clauses are those in
effect through Federal Acquisition Circular 97-14. This acquisition is
unrestricted; SIC: 7515 ; Size Std.: $18.5 million. Statement of
Requirements: the 21st Fighter Squadron has a requirement for the lease
of ten (10) vehicles to be used by Taiwan Foreign Student Pilots while
assigned to Luke AFB, Arizona during their six month training program
for a period of one base year, plus two, one year option periods.
Payment terms shall be zero dollars down, prorated on a monthly basis
to be paid in arrears. The month lease rate shall include all
applicable federal, state, and local taxes, including licensing fees,
Arizona State Emission, and all other fees as may be required by law.
The lease price shall include and provide for local area extended
service plan providing for regularly scheduled maintenance as
recommended by the manufacturer including: oil changes, chassis lube,
maintaining all fluid levels, checking hoses and belts, and full
detailing/cleaning twice annually. Leased vehicles shall be fully
insured by owner in the minimum amounts of coverage required by Arizona
State law, including collision, comprehensive, property damage,
medical, un-insured, and underinsured motorists, with $500 deductible
per each occurrence. Insurance coverage shall be incorporated to the
monthly lease price. CLIN: 0001; Quantity: 00012, U/I: Month; Vehicle
Specifications: Vehicles shall be new model year 2000 4 door sedan;
Color: any light colored paint acceptable; air conditioning; 2.0 liter
single over head cam 16 valve SMPI 4 cylinder engine or equivalent;
fuel injection; 4 wheel disc anti-lock brakes; steel door beams in
front and rear; driver and passenger air bags; tilt steering; power
windows; power door locks; 13.1 cubic foot trunk minimum; rear door
child protection door locks; AM/FM cassette player, and front and rear
carpet mats. CLIN: 0002; same as 0001 for first option year period.
CLIN: 0003, same as 0001 for second option year period. FOB Point:
Destination, Luke AFB, Arizona. Required Delivery: Sixty (60) calendar
day after receipt of order. Offeror_s proposal must be accompanied by
descriptive literature detailing their proposed vehicles. Period of
acceptance of offers: the offeror agrees to hold the prices in its
offer firm for 90 calendar days from the date specified for the receipt
of offers. The provisions at FAR 52.212-1, Instructions to Offerors --
Commercial Items applies to this solicitation. The provisions at FAR
52.212-2 Evaluation _ Commercial Items applies to this solicitation,
for the purposes of this clause the blank is completed as follows:
(a)_: The Government will award a contract resulting from this
solicitation to the responsible offeror whose offer conforms to the
solicitation will be most advantageous to the Government, price and
other factors considered. The following factors will be used to
evaluate offers: (1) Price: Award will be made to the lowest evaluated
offer that meets the requirements of the solicitation. (2) Ability to
meet the technical capabilities of the items specified. (3) Past
Performance: Will contain information for the past two years
demonstrating ability to meet the 90 day delivery performance on same
or similar lease arrangements, and as a minimum shall include contract
numbers, point of contacts, addresses and dollar value of agreements.
The Government reserves the right to make an award based on initial
offers received without discussions of such offers. Evaluation will be
based on low price technically acceptable offeror demonstrating
evidence of past performance with timely delivery. Offerors
shallinclude with the submission of their offer a completed copy of the
provision at FAR 52.212-3, Offeror Representations and Certifications
-- Commercial Items. The clause at FAR 52.212-4, Contract Terms and
Conditions -- Commercial Items applies to this acquisition. The clause
at FAR 52.232-18, Availability of Funds applies to this solicitation.
