(NAWCWPNS) is seeking industry interest in pollution prevention
services support that is currently the subject of a Commercial
Activities Study. This synopsis is not a Request for Proposal, but is
a sources sought announcement to identify interested sources for
information and planning purposes only. This is the second announcement
for this requirement in accordance with FAR 7.303. Respondees to the
first announcement appearing in the CBD on 13 October 1999 need not
re-send a proposed submission of interest/statement of capability, as
these are already on file in our office. This announcement is open
until 3:00 PM Pacific Time, 14 December 1999. The Standard Industrial
Classification (SIC) Code is 8711 with a Size Standard of $4M. The
Government reserves the right to make this requirement a set-aside. If
a contract is awarded for this effort, the Government anticipates a
Fixed Price effort for a duration of five (5) years (1 basic and 4
optionyears). However, contract type and duration could change.
NAWCWPNS requires pollution prevention services support at the NAWCWPNS
China Lake, CA site. This support consists of two different areas:
management of the Hazardous Material Minimization Program and
management of the Recycling and Hazardous Material Recovery Program.
Tasks for management of the Hazardous Material Minimization Program
include: managing the Hazardous Substance Management System (HSMS),
preparing Hazardous Chemical Report, preparing Toxic Chemical Release
Report, preparing Material Safety Data Report, preparing or updating
Emergency Plan, preparing Emergency Release Notification, updating
Chemical Hygiene Plan, maintaining Material Safety Data Sheets (MSDS)
Library, providing consultation on hazardous materials (HAZMAT),
maintaining an Authorized Use List, preparing Pollution Newsletter,
preparing Emergency Planning and Community "Right to Know" Act (EPCRA)
Report, preparing the Senate Bill 14 Report, preparing Ozone Depleting
Substance Report, preparing or updating the Risk Management Plan,
preparing Pollution Prevention Report, conducting Hazardous Material
training, and responding to data calls and submitting data as
requested. Tasks for management of the Recycling and Hazardous Material
Recovery Program include: preparing Preliminary Survey Documentation,
preparing Site Survey Documentation, conducting Site Survey, performing
Site Cleanup, inspecting Recyclable Material, preparing Recycling
Material for Pickup, and administering the Precious Metal Recovery
Program. It is anticipated that personnel performing the pollution
prevention services will be required to have and maintain a security
clearance up to and including the SECRET level. There may be non-exempt
labor categories for the portion of this effort dealing with management
of the Recycling and Hazardous Material Recovery Program; however, the
classes of service employees to which a Service Contract Act Wage
Determination would apply have not been determined. Proposed
submissions of interest and/or statements of capability in the areas
mentioned above should include the following information, taking into
consideration that the information submitted may not be used for a
procurement action: (1) A reference to the schedule number
(N68936-00-R-0002) and title (Sources Sought For Pollution Prevention
Services Commercial Activities Study) of this CBD Announcement; (2)
Company Name & Address; (3) Company's point of contact name, phone,
fax, and email; (4) If a U.S. or foreign company; (5) Company Size
(Small or Large according to SIC 8711 with a Size Standard of $4M); (6)
If your company is a Small Business, specify if your company is or is
not each of the following: a. Small Disadvantaged Business, b. HubZone
Business, c. Woman-Owned Business, d. 8a Business; (7) An outline of
previous projects, specific work previously performed or being
performed; (8) Name, professional qualifications and specific
experience of scientists, engineers, and technical personnel who may be
assigned as key personnel for the pollution prevention services effort
described herein; (9) A statement regarding industrial security
clearance; (10) Description of special facilities that may be required
to perform the pollution prevention services; (11) Any other specific
and pertinent information as pertains to this particular area of
procurement that would enhance our consideration and evaluation of the
information submitted. Contractors should appropriately mark any data
that is proprietary or has restricted data rights. Responses should be
