and no solicitation will be issued based on responses to this notice.
Responses will be evaluated to determine capability. Information
Technology Services, Direct Conversion under OMB Circular A-76 for
United States Air Force Weather Agency (AFWA). Direct conversion of an
in-house function is permitted when the function is currently being
performed by military personnel. The estimated release date for the
solicitation is 15 March 2000, and the estimated contract start date is
1 November 2000. Major elements of this Computer Operations and
Software Programming requirement are (1) Providing computer operator
support. Data processing environment consists of UNISYS mainframes, IBM
SP2 cluster, Sun, DEC, and other workstations, and supporting network
and infrastructure equipment. Operations personnel are required in two
physically separate work areas on a 24 X 7 basis. Site uses Tivoli,
Remedy, Polycenter, Spectrum, as well as various locally developed
tools. (2) Providing information systems development and maintenance
support which consists of developing and maintaining utility software
systems performing common functions used throughout the weather
software engineering community. Examples include utilities which
convert data between meteorological display formats and utilities which
give access to specialized data base systems. Employees are required to
possess Top Secret clearances at the inception of award. All services
will be performed in the Martin Bomber Building, Bldg D, Offutt AFB,
NE. The Standardized Industrial Classification (SIC) Code for this
acquisition is 7371, and the applicable small business size standard is
$18 million. At the present time, this solicitation is not set-aside;
however, may be set-aside at a later date, based on responses to this
notice. Interested businesses are requested to submit a capabilities
package to include a statement of qualifications (types of required
employee training; experience level; turnover rate; ready pool of
employees or new hires) and past performance. The government's
preference is to use commercial practices, terms, and conditions to
