Records Administration (NARA) intends to issue a Request for Proposal
(RFP) in a negotiated procurement for support to the Nazi War Criminal
Records Interagency Working Group (IWG) established in accordance with
the Nazi War Crimes Disclosure Act, Public Law 105-246, Executive Order
13110. The IWG is responsible for locating, inventorying, recommending
for declassification, and making available to the public Nazi War
criminal records. The Executive Order directs the IWG to coordinate
with agencies and take actions necessary to expedite the release of
records to the public. The law requires work to be completed to the
extent possible and reported to Congress within one year. Contractor
personnel must possess intimate knowledge of national intelligence
agencies' document security practices and procedures; have experience
declassifying intelligence documents under EO 12958; have experience
developing and managing records systems and software in the
intelligence community; have experience monitoring Government support
contractor performance; and have current Top Secret/SCI national
security clearances. The contract awarded as a result of this RFP will
be a time and material/labor hour contract for a base period of one
year and a option for a one year period. Award will be made to that
offer providing the best overall value to the Government. The
requirement is a 100% small business set-aside. All responsible sources
may submit a proposal which will be considered by NARA. Copies of
Solicitation Number, NAMA-00-R-0001 are anticipated to be available o/a
