Instrumentation System Program Office (RISPO), Support Branch, plans to
award a Coarse Acquisition(C/A) Code Receiver (CACR) follow on contract
to NavSymm LTD (formerly NAVSTAR LTD) for CACR performance enhancements
based on currently available commercial technology in NAVSYM's XR-6 GPS
receiver line. The supplies and services procured will include NRE plus
10 enhanced CACR units, 10 Serial Parallel Converters (SPC) and
packaging and flight certification of the NavSymm proprietary ceramic
mini-volute GPS antenna and 10 antennas. This contract will include
options for test support during Government operational testing and
continued Contractor Logistics Support (CLS) for the approximately 600
CACRs delivered under contract F08626-92-C-0013. Options will also be
included for upgrading existing CACRs to the new configuration. No
technical data package was procured under the original. The NAVSTAR
CACR is the only C/A Code receiver available that incorporates the DOD
unique Advanced Range Data System (ARDS) protocol which allows the
CACR to be fully interoperable with the Range Applications Program
(RAP) suite of instrumentation equipment installed at major Test and
Training ranges and also includes all commercial GPS data protocols.
NavSymm LTD is maintaining the baseline on CACR software and two
upgrades have been offered and incorporated under the original
contract. Due to the above reasons, the new contract is anticipated to
be sole source to NavSymm and will allow the program office to meet
the 12-month schedule required to integrate this instrumentation
capability with Army Miles2000 instrumentation on the Alaskan Yukon
Range for Cope Thunder exercises. This will ensure the ability to
continue to leverage commercial GPS/ARDS technology developments, be
responsive to range user needs for enhanced CACR performance, ensure
continued interoperability among Tri-Service test and training ranges
and carry out its charter to sustain existing range instrumentation
systems. The anticipated contract type will be Firm Fixed Price (FFP)
with a value of $700,000 ($1,310,000 with options). The anticipated
delivery for supplies and services is 10 months After Receipt of Order
(ARO) and the contract duration will be five years with options.
