COMMERCE BUSINESS DAILY ISSUE OF NOVEMBER 12,1999 PSA#2474SOURCES SOUGHT FOR DEVELOPMENT AND MANAGEMENT OF A RESIDENTIAL
CONFERENCE AND RETREAT CENTER. The National Park Service is soliciting
responses to a Request for Qualifications (RFQ) to develop and manage
a residential conference and retreat center at Fort Baker in Marin
County, California, Golden Gate National Recreation Area ("GGNRA"), a
unit of the National Park System. The center would be operated under a
long-term ground and buildings lease with the National Park Service
(NPS), U.S. Department of the Interior. The leasing action is
undertaken pursuant to the Fort Baker special leasing authority granted
to the NPS in Public Law 105-277. RFQ responses are to be submitted to
Office of the Superintendent, Attn: Fort Baker RFQ, National Park
Service, Golden Gate National Recreation Area, Building 201 Fort Mason,
San Francisco, CA 94123, no later than 4:00 p.m., Friday, January 7,
2000, and must be submitted in the format provided by and pursuant to
the instructions set forth in the RFQ. A copy of the RFQ can be
obtained by calling 415-561-4473 or writing "GGNRA NPS/ FORT BAKER RFQ,
Building 201Fort Mason, San Francisco, CA 94123". Development and
management teams will be selected from the RFQ respondents using
criteria set forth in the RFQ, including responsiveness to development
and operating principles; preliminary development concept consistent
with the Fort Baker Plan and Final Environmental Impact Statement;
conference center development and management expertise; experience with
sustainable development, resource protection and transportation
management strategies; expertise in historic preservation and design of
compatible contemporary structures within an historic district, and;
financial capacity. A Pre-Submittal Conference will be conducted from
1:00 p.m. to 5:00 p.m., on Thursday, November 18, 1999, at the Ft.
Baker Chapel, Building 519 (parking on Murray Circle). RFQ respondents
selected by the NPS will be invited to respond to a subsequent Request
for Proposals (RFP). Additional information about Fort Baker is
