The Information Dissemination Organizations of the U.S. Patent and Trademark Office (PTO), located in Crystal City Arlington, VA anticipates entering into a five year (base and four options) Indefinite-Delivery task order contract NTE $10,000,000.00, for the provisions of information and/or material distribution services and products. One indefinite delivery contract will be negotiated and awarded. Work will be accomplished by the issuance of task orders that may be issued under any appropriate cost or pricing arrangement identified in FAR Part 16. This acquisition is being offered for competition limited to eligible and responsible 8(a) firms. Interested 8(a) firms should request a copy of the solicitation as expeditiously as possible since the solicitation will be issued without further notice upon SBA acceptance of the requirement for the 8(a) program. The Standard Industrial Code (SIC) is 8744 Base Maintenance. The small business size standard is $20,000,000.00. Only written requests for the solicitation are acceptable. This proposed contract will primarily support Information Dissemination Organizations (IDO) responsibility to provide information, products, and services to the general public and the customers of the U.S. Patent and Trademark Office (PTO). REQUIREMENTS: The Contractor shall provide a Project Manager, Task Leaders, customer service and other appropriate personnel to provide information to the general information customers of the PTO. Requests for information may come from sources such as, but not limited to direct interaction with a caller at a telephone response or other work station; transcribe mailing label information from voice mail and interactive voice response systems; correspondence; electronic telecommunication (such as by e-mail or a network like the "Internet" or from a regional access site); and direct interaction with an individual at a walk-in public service counter. In addition, the Contractor shall provide copy center service, that includes the duplication of quality documents; warehousing services, including but not limited to lifting, carrying, inventorying, picking, packaging, preparation for U.S. Postal Service (USPS) and delivery service receipt, driving delivery vehicle(s) and/or fork lift(s); and the distribution of materials. Distributing materials by mail or electronic means will be the usual method; however, distribution also may be required by staffing walk-up general information counters placed in PTO public service areas, and staffing such counters during the normal, current service hours of the respective public service area(s) [which service area(s) and hours may change], except Federal holidays, for example: General Information Services, Hours: 8:30 a.m. -- 8:00 p.m. Monday -- Friday, Patent Public Search Room, Hours: 8:00 a.m. -- 8:00 p.m. Monday -- Friday and Trademark Search Library, Hours: 8:00 a.m. -- 5:30 p.m. Monday -- Friday. The Contractor is to provide office space in Crystal City that must be approved by the PTO Office of System and Network Management. The Contractor shall provide warehouse space in close proximity to the PTO with at least 43,000 square feet of usable floor space. The Contractor may be involved in the planning, management of and implementation of moving the information and materials distribution functions to Contractor-furnished space at the proposed new PTO campus.
