This requirement is for engineering, analytical, and technical services to support the development of weapon system/subsystem concept of operations, perform combat systems operations analysis, conduct mission weapon systems effectiveness evaluations, perform financial analysis, and to develop mathematical models and simulation for military weapon systems and subsystems for the Navy. This is a follow-on to contract number N00174-99-D-0015. The incumbent contractor is Coalescent Technologies Corporation, 7061 University Boulevard Winter Park, FL 32792-6720, Phone 407- 678 7900. This contract will be a Cost Plus Fixed Fee Level of Effort type contract for one base year and four option years. A total of 463,960 labor hours is estimated for the base and option years. This is a 100% small business set-aside. The FSC is R425, the SIC is 8711, and the size standard is $20 million. This is a best value procurement. Award will based on the following evaluation factors: (1) Offeror Submission, (2) Offeror Capability (to include Experience, Past Performance and Financial Stability, and Personnel Resources), and (3) Price.
