Systems Command, Engineering Division at NADEP Jacksonville, FL
requires a contractor to provide the following engineering and
technical services. A. Logistics and maintenance engineering support to
conduct logistics investigations to resolve critical questions and to
establish corrective action for weapons systems, subsystems,
components, and support equipment. Subtask include the following areas:
maintenance planning, manpower and personnel requirements, supply
support, test equipment selection, training and training aid
development, computer resources support, analyze facilities, packaging
and transportation, logistics studies, and implementation. B.
Maintenance/In-Service engineering support for maintenance of weapons
systems to maintain safety and operational commitments. Subtasks
include the following areas: maintenance, analyses of reliability,
maintainability and availability. C. Technical support in the
development of technical data and graphics for weapon systems,
subsystems or components. Subtasks include the following areas:
preparing technical data and drafting and or graphic presentations. D.
Management support to aid the program managers or project engineers in
the management of assigned program plans. Subtasks include the
following areas: develop management controls, establish program
summaries of progress versus schedules, and inventory of
government-leased warehouse facilities. E. Engineering services related
to materials engineering in the field of metallurgy, chemistry,
preservation, and high polymer materials. Subtasks include the
following areas: investigate new materials, processes and test
equipment, and assist in weapon incident investigations. F.
Implementation and maintenance of a system safety program by which all
known hazards to personnel and equipment are identified and evaluated
considering severity, probability, and cost to control the hazard
during the system life cycle. Subtasks include the following areas:
determine risks and appropriate actions, collect safety data, review
engineering change proposals, and recommend safety improvements. G.
Evaluate hazards and operational restrictions pertaining to mission
requirements, flight profiles, weapons systems operations, and
personnel and environmental hazards. The period of performance will
contain a base year and four one-year options, totaling 60 months.
Award is anticipated by May 2000. The type of contract contemplated is
an Indefinite Delivery, Indefinite Quantity Contract with fully loaded
fixed hourly rates. This requirement is a 100% Small Business
Set-Aside. The Standard Industrialization Classification is 8711
(Engineering Services: Military and Aerospace Equipment and Military
Weapons), and the Small Business Size Standard is $20,000,000.00
average annual sales or receipts for the last three fiscal years.
