intends to negotiate with Wisdom Tools, Inc. for Statement of Work
Titled: Scenario-Based Analysis and Assessment Research for
Collaborative Systems (SBAARCS). The Human Research and Engineering
Directorate (HRED) is developing a research prototype tool as part of
the Cognitive Engineering of the Battlefield Science and Technology
Objective. Current work in this research area such as the Future Fires
Command and Control project and Strike Force STAFFEX have demonstrated
a need for a research tool outside the full-scale exercise. The
objective of this effort is to adapt TRS as a requirements analysis
tool. Instead of analyzing and assessing collaborative systems within
a costly full-scale exercise, TRS will be adapted for use as a low
cost, research tool to enable users and researchers to define
requirements for collaborative systems. Negotiations are planned solely
with WisdomTools, Inc. This contractor has demonstrated a working,
web-based tool for training cognitive skills that HRED seeks to adapt
as a research tool. The existing tool, Time-Revealed Scenarios (TRS) is
a unique, proprietary product of WisdomTools. It has been determined
that adaptation of the existing product must be accomplished by the
original designer. Adaptation of an existing tool is being pursued as
opposed to investigating the feasibility of scenario-based
collaborative systems design starting from a paper-based concept.
Adaptation will save time and funds for the investigation of this
development concept, and ensure faster delivery of a viable product to
the field and research community. The value of this procurement is
estimated at less than $99,000. Interested persons may identify their
