synopsis/solicitation for commercial items prepared in accordance with
the format in FAR subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. The solicitation number is
R1-6216-2000 and is issued as a request for quotation (RFQ). This
solicitation document incorporates those provisions and clauses in
effect through Federal Acquisition Circular 97 -- 13. The USDA,
Agricultural Research Service, Southern Plains Range Research Station
intends to award a purchase order on a sole source basis to Applied
Imaging Corporation, Santa Clara, CA, for (1) one Karyotyping Systen
"Name Brand or Equal" to CytoVision Genus Windows NT Workstation
including: 1) Custom Image Capture Facility for One Existing
Microscope; 2) Second Camera Option for Existing camera Stand/Light
Box; 3) Genus Multi-Template Automated Karyotyping Facility; 4)
CytoVision Probe FISH Imaging Facility with Automated Excitation Filter
Wheel and Filter Set for One Existing Microscope; 5) Rewritable
Magneto-Optical Drive for Archival; 6) Genevision Archive Recall
Facility. Specific uses will be for karyotyping of individuals with
atypical chromosome numbers, identifying accurate chromosome counts,
identifying and karotyping individuals with translocations between
chromosome. In order to be Year 2000 (Y2K) compliant the USDA-ARS,
SPRRS must upgrade its current Karyotyping system (Probevision). The
Probevision system was purchased and manufactured by Applied Imaging
Corporation. The Probevision is not Y2K compliant. The upgrade of this
system shall be Y2K compliant and compatible with the large data set
developed with Probevision. To be Y2K compliant the entire computer and
controller system must be replaced. It is the USDA intention to trade
in the following components of the existing Probevision system: 1)
Computer with Probevision software; 2) 2 Black & White cameras; 3)
Optical disk drive; 4) Image capture facility. IMPORTANT: The system
must be able to read the optical disk drive storage disks that were
created with the Probevision system. Several years of research data
will be lost if this is not accomplished. The Karyotyping systen shall
be delivered to the USDA, Agricultural Research Service, Southern
Plains Research Station, 2000 18th Street, Woodward, OK 73801. The
Government "desires" delivery within 45 days or less after receipt of
the purchase order by the successful offeror; however, each offeror
shall include their proposed delivery schedule as part of their
quotation. Acceptance and FOB point are destination. In order to be
considered for award offerors shall provide a quotation on company
letterhead detailing the unit pricing; descriptive literature and
brochures shall also be provided for the product quoted. The Government
is conducting this procurement using a trade-off approach, where
technical capability of the product to perform the desired function,
pastperformance, and price will be evaluated in making an award. For
this solicitation price and technical are approximately equal factors,
and the Government expressly reserves the right to award to other than
lowest priced offer. Offers should include a list of at least three
references to include the company name, point of contact, phone number
and fax number. References should reflect similar type of equipment
purchases. The following FAR provisions apply to this solicitation:
52.212-1 "Instructions to Offerors -- Commercial", 52.212-2 "Evaluation
-- Commercial Items", Offerors shall include a completed copy of the
provision at 52.212-3 "Offeror Representations and Certifications --
Commercial Items", with this offer; a copy of this provision may be
obtained from the contracting officer or at http://www.arnet.gov/far.
52.212-4 "Contract Terms and Conditions -- Commercial Items", 52.212-5
"Contract Terms and Conditions Required to Implement Statutes or
Executive Orders -- Commercial Items". Furnish quotations to Michael
