Facility to include fabricating a multimedia cleaning and coating facility, abrasive blast and paint buildings, flame spray and powder coating facility, grit storage facility, abrasive reclamation facility and a personnel support facility. Work will include but is not limited to lead/asbestos/PCB abatement, disposition/disposal of petroleum contaminated soils and free floating oil products, grading, demolition of buildings 4, 4A and Bldg. 1420, fire protection systems, HVAC mechanical and dust collection ventilation systems, showers, lockers, water, sewer line, drainage, electrical utility systems, new electrical switchgear, substation, transformer installation, AC pavement installation, concrete pavement installation and fencing. Buildings to have metal siding on steel girts and studs, CMU skirts, slab on grade, spread footings and mat foundations. Estimated range from $5,000,000 to $10,000,000. The contract performance period is 550 calendar days. THE SIC CODE FOR THIS PROCUREMENT IS 1541 AND THE ANNUAL SIZE STANDARD IS $17.0 MILLION. This procurement is UNRESTRICTED. This is a source selection procurement requiring both technical and price proposals. Contract award will be made to the offeror proposing the best value to the Government from a technical and price standpoint. Price is considered approximately equal to the technical evaluation factors. Technical evaluation factors are as follows: (1) Experience/Past Performance; (2) Experience of Key Personnel; (3) Management Plan; and (4) Small Business Subcontracting.
