D -- REQUIREMENTS ANALYSIS, DESIGN, DEVELOPMENT, AND INTEGRATION OF MAGTF C4I SOFTWARE BASELINE (MSBL) Market Research The Marine Corps Systems Command (MARCORSYSCOM) is conducting MARKET RESEARCH to collect information for a Military C4ISR Application Software Developer and Integrator in support of the Program Manager Information Systems (PMIS). These services will be in direct support of the Marine Air Ground Task Force (MAGTF) C4I Software Baseline (MSBL). A strong demonstration of corporate knowledge of Information Systems Management, Tactical Communication and Data Networking are foreseen critical in meeting the success of this effort. Mission Application efforts include the Common Operational/Tactical Picture (COP/CTP) and the functional areas of Fires, Command & Control, Logistics, Intelligence, Maneuver and Force Protection. Key elements in support of this effort will involve engineering assessments, application software development, test and evaluation, logistics support, security certification, configuration management, migration of existing software applications to common baselines via the Joint Tactical Architecture (JTA) and Defense Information Infrastructure (DII) Common Operating Environment and support development of DOD 5000 documentation. Performance requirements will include access from Secret Genser to SCI information; facilities must have access to NIPRNET, SIPRNET, and JWICS, and personnel shall posses the appropriate clearance. Government site workspaces will not be available; all work will be at the contractor site. Industry firms capable of accomplishing the required services, in whole, are invited to submit an affirmative response to this notice.
