Flores, Contracting Officer at 312-886-6920 SOL GS05P00GBD0004, DUE 11/22/99 C -- Multi-Disciplined Construction Management Services The General Services Administration, is seeking to contract with individuals for onsite construction management (CM) services for a major renovation at the Major General Emmett J. Bean Center in Indianapolis, Indiana. Firm-fixed price contract(s) will be issued for a base term of one-year with four one-year renewal options for a total of five years. One or more contracts will be awarded. Services may include but are not limited to: coordination of general construction activity, constructability review, monitoring contractors progress including progress scheduling, design reviews, preparing and reviewing cost estimates and administration of payments, controlling schedules, keeping records, reporting on progress, resolving problems, performing administrative services. Contracts may require full site investigation, surveys, completion of construction drawings and services during project construction phase. Individuals which meet the requirements described in this announcement and desiring consideration are invited to respond by submitting a completed, current and signed Standard Form 254 and 255 (Architect/Engineer and Related Services Questionnaire and Specific Projects, respectively). Qualified individuals will be selected as the project need arises. This list of names will be used through 11/22/00. Separate contract award(s) will be made. Contract award fees will vary based upon specific scope of services. The maximum contract award amount is $100,000 for each contract. GSA is looking to contract with individuals to perform each of the positions listed below. Selection criteria will be based on the minimum qualification factors for each category as follows: Construction Inspector: -- Responsible for coordination of general construction activity; monitor contractor's work as to budget, quality and schedule; assist in negotiating change orders; direct activities of architects, engineers & contractors; select materials & contractors; and problem solve due to job conditions and document deficiencies. 5+ years experience necessary with BA-BS degree desired. Must be computer literate in spreadsheet & scheduling system methods. Seeking all diciplines. Scheduler: 5+ years experience with BA-BS degree desired, experience in Primavera Scheduling System. Must be able to evaluate logic, change order impact, time analysis evaluation & scheduling delays. Internal Cost Estimator: 5+ years experience required with B.S. degree in engineering or construction desired. Must have estimating/scheduling & bid package proposal skills. Ability to do general quantity takeoffs on all trades, communicate with suppliers, produce independent estimates are necessary. Assist in negotiating change orders & maintaining computerized log of their status. Construction Administrative Assistant: Support owner's staff in construction administration roles. Experience with change order reviews, cost estimating, paperwork management and cost accounting. Strong verbal, written, and computer skills are essential. Architectural/Construction office background a must. Contract amount will be based on experience. Contractor is responsible for furnishing insurance required under the contract. This is a small business set-aside. The SIC Code is 8712. The criterion for a small business concern in this category is a concern with average annual receipts for the preceding 3 years not exceeding $3.5 million. Area of consideration is restricted to individuals located within a 100 mile radius of Indianapolis. Award of these contracts is contingent upon funding approval. To be classified as a small business, a firm's average annual receipts or sales for the preceding three fiscal years, must not exceed $2.5 million. This procurement is open to all businesses in accordance with the Small Business Competitive Demonstration Program: (c) Solicitation packages are not provided for A/E contracts. This is not a Request For Proposal (see Note No. 24). in descending order of importance are as follows: (a) Specialized Experience and Technical Competence: The selected firms(s) must demonstrate experience in the area of design specific to any project which may arise including but not limited to office buildings work space, storage facilities, building mechanical systems, building electrical systems or grounds maintenance and renovation (such as repaving projects for access roads and parking lots). It must demonstrate experience within the last two years in those areas for which they apply. (b) Professional Qualifications: These types of projects may require expertise in the disciplines of architecture; electrical, mechanical, civil and structural engineering, cost estimating, fire protection and environmental remediation. (c) Firms must show adequate capacity to design a project with construction cost of $2 million within a 60 day period. (d) Have full office facilities in geographic proximity to work site. (e) Demonstrated past performance with respect to cost control, quality of work and compliance with performance schedules.
