301/415-6747 The Nuclear Regulatory Commission (NRC) intends to
negotiate a contract on a sole source basis with the University of
California at Santa Barbara (UCSB) to (a) record strong ground motion
data from a shallow soil column site in a seismically active area; (b)
determine the attenuation characteristics of the record data and
compare these characteristics with those assumed to predict the strong
ground motion at the Garner Valley site; and (c) assess the validity
of the two competing hypotheses for the high frequency shape of
earthquake ground motion spectra using the recorded data. The proposed
period of performance is a 3-year base contract with 2 1-year options.
This action is being pursued on a sole source basis to UCSB for two
reasons. First, this is a continuation of work completed under two
previous NRC grants and two previous NRC contracts leading up to this
effort. Second, UCSB has unique access to the Garner Valley site which
was specifically chosen because it was in a seismically active area so
that the site would be shaken by a number of moderately sized
earthquakes. In addition, the site has a soil column that is
representative of a typical soil column found under a central or
eastern U.S. nuclear power plant. Standard Industrial Classification
