to award a contract to include the integration and installation of the
Millimeter Wave Pre-Planned Product Improvement (MMWP3I) module into
two large smoke generator systems, the M56 and M58A1. This effort shall
also include the development, fabrication, test, and documentation of
millimeter wave material used to screen in designated wavelenghts of
the electromagnetic spectrum. The Government anticipates awarding a
cost reimbursable contract. The following approach will be used to
optimize the solicitation. Phase 1 will be a critical Pre-Proposal
Conference for the design of the solicitation. It will culminate with
the issuance of the Request for Proposal (RFP) for Phase 2. Phase 2
will consist of receipt and evaluation of proposals through contract
award. A Pre-Proposal Conference will be held on or about December 15,
1999 at the Edgewood Area of Aberdeen Proving Ground, Conference
Center, Bldg. E-4810, 8:00am-12:00pm. All interested parties who wish
to participate are invited to attend. The purpose of the Pre-Proposal
Conference is to involve industry in active participation with the
Government's Integrated Product Team (IPT) in designing the terms and
conditions of the solicitation in order to facilitate the use of the
best commercial practices. In order to participate effectively in the
Pre-Proposal Conference, it is strongly encouraged that you review the
Draft RFP DAAD13-00-R-0006 "Millimeter Wave Capability", at the
following Internet site:

cost drivers and identify inefficiencies that can be enhanced or
replaced with commercial standards or practices. In addition, be able
to establish, by consensus, industry standards and practices that can
be readily incorporated into the resulting RFP to meet the Government's
requirements. INFORMATION TO POTENTIAL OFFERORS/CONFERENCE ATTENDEES 1.
Pre-Proposal Conference. Registration for the conference is mandatory.
The following information should be submitted to Mr. Bob Foote, at
robert.foote@sbccom.apgea.army.mil or faxed to (410) 436-4290 prior to
November 24, 1999, with complete mailing address to include POC's
name, voice and data telephone numbers, and e-mail address. The
conference proceedings will be open forum in its entirety. 2. Reading
Room. A reading room will be available beginning November 17, 1999 at
the AMC Acquisition Center, Procurement Directorate (Bldg. E4455) APG,
MD. The hours will be 0900am-1500pm, Monday through Thursday. Please
call Penny Bullock at (410) 436-4271, at least 2 working days in
advance, to schedule an appointment to view the reading room contents.
Whenever possible, the data will be in electronic media format and
made available on the Internet site. 3. Draft RFP. The Draft RFP will
be released on or about November 17, 1999 at the following site:

RFP is scheduled for release on or about January 31, 1999. This will be
the controlling document for the preparation and submission of
