U.S. Army Tank-automotive and Armaments Command (TACOM) intends to
negotiate with Young Minds, Inc. on a sole source basis for the
purchase of a large scale CD-Recordable System with premastering
software to create disk images. TACOM is issuing a combined Synopsis/
Solicitation for commercial items prepared in accordance with the
format in FAR Subpart 12.6, as supplemented with additional information
included in this notice. This announcement constitutes the only
solicitation; proposals will be accepted, however a written
solicitation will not be issued. The combined Synopsis/ Request for
Quotation (RFQ) number is AMSTAT-RE-0-0400. The solicitation document
and incorporated provisions and clauses are those in effect through
Federal Acquisition Circular 97-14, dated 24 Sep 1999. The associated
standard industrial classification code is 3577, with a size standard
of 1,000 employees. The requirement is for a large scale CD-Recordable
System specifically designed for UNIX based servers.The designation of
the Young Minds system is MPS4 (Mass Production System 4) and includes
four modular controllers and one robotics arbiter mounted in a
multi-rack case, and a PAS (Power Automation Station) with four 8x
recorders and an inline label printer. The Young Minds software is
called MakeDisk. This is a replacement system that is an integral part
of TACOM's JEDMICS system. F.O.B. Destination will apply. Provision at
FAR 52.212-1, Instructions to Offerors Commercial, applies to this
acquisition. The following factors shall be used to evaluate offers:
(i) technical capability of the items offered to meet the Government
requirement and (ii) price. Offerors are advised to include a complete
copy of the Provision at FAR 52.212-3, Offerors Representation and
Certification Commercial Items. The clause at FAR 52.212-4, Contract
Terms and Conditions Commercial Items; applies to this acquisition. The
clause at FAR 52.212-5, Contract Terms and Conditions Required to
Implement Statutes or Executive Orders Commercial Items, applies to
this acquisition. This acquisition is rated D04. TACOM intends to
negotiate solely with Young Minds, Inc., 1906 Orange Tree Lane, Suite
220, Redlands, CA for this equipment. See numbered Note 22. Offers are
due no later than 3:00 p.m., local prevailing time on 22 Nov 1999.
