soliciting information from potential sources able to provide 9 meter
C-Band earth station services to Amundsen-Scott South Pole Station
government owned earth station. The type and scope of science being
conducted at Amundsen-Scott South Pole Station has resulted in an
increasing reliance on high bandwidth digital communications. To date
these requirements have been met by a combination of satellites, each
providing partial coverage. One of the primary satellites serving the
South Pole is nearing failure. Options have been reviewed for other
available satellites. Of the options reviewed, the only satellite
available that can make up the bulk of the data bandwidth lost is
MARISAT-2. MARISAT-2 is a small satellite equipped with two 4MHz
transponders with a C Band and L Band Links. The proposed design will
utilize C Band for the CONUS link and L Band for the South Pole Station
link. The satellite is anticipated to occupy a 34W orbital slot at a
12.5o inclined orbit. At this inclination, the satellite can provide up
to 6 hours per day of data service to South Pole. Preliminary link
budget analysis indicates a 9 meter antenna is required for the CONUS
earth station. The 9 Meter C-Band terminal and support facilities
required shall also have means for housing of government furnished
network specific equipment. Additional requirements for the earth
station may include (1) provide monitoring of all network equipment and
links during access time; (2) conduct on-site maintenance and
troubleshooting for GFE located at the CONUS earth station; (3) provide
troubleshooting support via telephone to contractor personnel at
Amundsen-Scott South Pole Station; (4) make configuration changes to
the network, (5) provide CONUS gateway services for the space segment
signal, (6) Transmit and receive Telemetry and Control functions to and
from the satellite via the Satellite provider ground network. (7)
Perform all necessary coordination and interface functions with the
satellite provider to establish and maintain a reliable satellite link
with Amundsen-Scott South Pole Station earth station. This notice is
for planning purposes only. Firms are invited to submit appropriate
documentation, literature, brochures, and references to support that
they possess the necessary experience and capability. Responses shall

name and address of firm; (2) size of business: The applicable SIC code
has not yet been determined, so please provide average annual revenue
for past 3 years and number of employees; (3) ownership: Large, Small,
Small Disadvantage, 8(a) and/or Woman Owned; (4) number of years in
business; (5) two points of contact: name, title, phone, fax and
e-mail; (6) DUNS number (if available); (7) affiliate information:
parent corporation, joint venture partners, potential teaming partners;
(8) a list of customers forsimilar requirements within the past 5
years: highlight relevant work including a summary or work performed,
contract number, contract type, dollar value, and customer point of
contact and phone number for each reference. THIS SYNOPSIS IS FOR
INFORMATION AND PLANNING PURPOSES AND IS NOT TO BE CONSTRUED AS A
COMMITMENT BY THE GOVERNMENT. THIS IS NOT A SOLICITATION ANNOUNCEMENT
FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT.
NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING
INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT AND ANY FOLLOW-UP
INFORMATION REQUESTS. RESPONDENTS WILL NOT BE NOTIFIED OF THE RESULTS
OF THE EVALUATION. RESPONDENTS DEEMED FULLY QUALIFIED WILL BE
CONSIDERED IN ANY RESULTING SOLICITATION FOR THE REQUIREMENT. THE
GOVERNMENT RESERVES THE RIGHT TO CONSIDER A SMALL BUSINESS SET-ASIDE OR
