Charleston is soliciting information from potential sources able to
develop and provide the engineering technical services required to
install, maintain, test, evaluate, repair, and logistically support
exterior and satellite communications systems in a high state of
readiness during life-cycle operation. Government manpower constraints
preclude a total Government involvement; therefore, contractor
engineering support is crucial for SPAWAR Systems Center Charleston to
meet assigned In-Service Engineering Activities (ISEA) and lifecycle
support requirements for new and existing systems. These systems
include, but are not limited to, WSC-6(V) Version 1,2,3, OM-51A, OM-55,
USQ-33, URC-613, TD-1389, FCC-100, Stanford Telecommunications
incorporated (STel) Secure Telephone Unit (STU) III Interfaces,
Stel-1105A/1106A, QUICKSAT, Surveillance Towed Array Sensor System
(SURTASS) Subnet Control, AN/FSC-78/79, AN/GSC-39/52, MD-1030/1030A,
Dual Advanced Narrowband Digital voiceTerminal (ANDVT), OM-73/1002,
KY-801B/883, KG-84, TIMEPLES, Integrated Digital Network Exchange
(IDNX), Multi-Media Terminal (MMT)/Radio Wireline Interface (RWI),
CQM-248, SLM-4650, SDM-650, Pacific Communications Sciences
Incorporated (PCSI), Plain Old Telephone System (POTS), Telephone
switching equipment, Common High Bandwidth Data Terminal (CHDBL),
Single Channel Ground and Airborne Radio System (SINCGARS), (Navy Key
Management System (NKMS), High Speed Fleet Broadcast (HSFB), Joint
Intelligence Liaison Elements (JILES), International Maritime Satellite
(INMARSAT), Defense Message System (DMS) and Global Broadcast System
(GBS). Contractor must have substantial experience with numerous
submarine, shipboard and shore Naval communication systems, and must
demonstrate that experience in the information provided in response to
this synopsis. This notice is for planning purposes only. If there is
a resulting solicitation, it is expected to be for an Indefinite
Delivery/Indefinite Quantity Time and Materials(T&M) type contract for
a base year and two 1 year options. The contract will also contain a
base year with two one-year options. Firms are invited to submit
appropriate documentation, literature, brochures, and references to
support that they possess the necessary experience and capability.

(if available); (7) affiliate information: parent corporation, joint
venture partners, potential teaming partners; (8) a list of customers
for similar services within the past 5 years: highlight relevant work
including a summary or work performed, contract number, contract type,
dollar value, and customer point of contact and phone number for each
reference. THIS SYNOPSIS IS FOR INFORMATION AND PLANNING PURPOSES AND
IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. THIS IS NOT
A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE
AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY
COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS
ANNOUNCEMENT AND ANY FOLLOW-UP INFORMATION REQUESTS. RESPONDENTS WILL
NOT BE NOTIFIED OF THE RESULTS OF THE EVALUATION. RESPONDENTS DEEMED
FULLY QUALIFIED WILL BE CONSIDERED IN ANY RESULTING SOLICITATION FOR
THE REQUIREMENT. THE GOVERNMENT RESERVES THE RIGHT TO CONSIDER A SMALL
BUSINESS SET-ASIDE OR 8 (A) SET-ASIDE BASED ON RESPONSES HERETO. THE
APPLICABLE SIC CODE IS 8711 WITH A SIZE STANDARD OF $20 MILLION AVERAGE
