The U.S. Department of Energy's (DOE) Federal Energy Technology Center (FETC) announces the availability of Program Research and Development Announcement (PRDA) No. DE-RA26-00FT40721 entitled, "Next Generation Gas Turbine Systems." The objective of this procurement is to determine the feasibility of developing flexible gas turbine systems greater than 30 megawatts (MW) power rating. Compared to 1999 state-of-the-art systems, the proposed systems shall include: (1) improved LHV net system efficiency of 15% or higher; (2) 50% or higher improvement in turndown ratios;(3) 15% or higher reduction in the cost of electricity; (4) improved service life; (5) reductions of emissions (carbon and Nox); (6)15% or higher reduction in operations, maintenance, and capital costs; (7) flexibility of at least 400 starts per year; (8) improvement of reliability, availability, and maintainability (RAM); and (9) the capability to use multiple fuels. A variety of turbine systems will be considered under this solicitation including: natural gas fired turbine systems, advanced coal fueled power (IGCC, PFBC and HIPPS, for example), re-powering, novel cycles, alternate fuels, and dual-use technologies which could meet missions of both the DOE and the DOD for military applications. These systems will likely also cover a range of duty cycles including base load, distributed generation, flexible/intermediate duty, peaking, and load following. It is likely that one or more systems will be investigated in order to meet the goals of this solicitation. Therefore, solutions which embody the development of several enabling technologies to enhance multiple concepts, cycle configurations, or fleets of existing core engines are acceptable. The subject solicitation should be available in late November, 1999; a 45-day response time is anticipated. It should be noted that this procurement is NOT part of the recently released FETC Program Solicitation No. DE-PS26-99FT40578 entitled, "Development of Technologies and Analytical Capabilities for Vision 21 Energy Plants;" this is a separate solicitation.
