SOUGHT SYNOPSIS. This sources sought synopsis requests information
needed prior to release of any resultant solicitation. Details follow
so please be sure to read this entire synopsis. HQ AFRC/LGCP, Robins
AFB GA, is seeking potential sources to participate in an OMB Circular
No. A-76, "Performance of Commercial Activities" study in order to
determine the most efficient and cost-effective organization.
Accordingly, a contract may or may not ultimately be awarded as a
result of the study/cost comparison. Any resultant contract will
contain the clause, FAR 52.207-3, Right of First Refusal of Employment.
This study is for the management and operation of Communications and
Information (C&I) Services at eleven (11) AFRC host locations. The
locations included in this study are NAS-JRB Fort Worth, TX; General
Mitchell IAP-ARS, WI; Pittsburgh IAP-ARS, PA; Grissom ARB, IN;
Homestead ARS, FL; March ARB, CA; Minneapolis-St Paul IAP ARS, MN; New
Orleans ARS, LA; Westover ARB, MA; Willow GroveARS, PA; and Youngstown
ARS, OH. The requirements for each location will include the following
services: technical support (i.e., systems administration, and network
implementations); operational support (i.e., management of software
support, user support, helpdesk, field service, product support,
training, and system security); communication support (i.e., operations
management, communication maintenance and enhancements which include
voice, data and video); information management support (i.e.
administrative communications, records management, and publications and
forms management); and managerial support (i.e., project management,
quality improvement, and configuration management). At the eleven (11)
locations the total network supports approximately 12,000 nodes with
50 servers and 20,000 active accounts. Network firewalls and passive
monitoring servers are also included. Key areas: computer
systems/networks, video teleconferencing systems, multimedia/visual
services, communication center services, and information management
services. Specific efforts: Local Area Networks (LANs), Metropolitan
Area Networks (MANs), client/server integration and operations and
maintenance and radio frequency (RF) spectrum. Operation of a service
and/or help desk to process requirements, tracking and trouble
reporting for all services offered. There are a total of 141 Government
authorizations in the study. NOTE: This figure is provided for
information purposes only and is not to be construed as the
Government's manpower requirement. Contractors must possess or obtain
prior to award a facility security clearance at the TOP-SECRET
classification level. Personnel security clearances will range from
TOP-SECRET to National Agency Checks. For the purpose of determining
your business size, the Standard Industrial Classification (SIC) 7376,
Computer Facilities Management Services with a size standard of $18M
average annual receipts over the past three years, will be utilized for
this acquisition. If you are interested in competing forthis
