Background "Program Name: F-16 Air-to-Air Interrogator (AAI) Retrofit Kit Production and Associated Software Development for the Operational Flight Program (OFP). This update is submitted for purposes of updating the Electronic Posting System (EPS). Response date is 11/19/99. The F-16 System Program Office (SPO) intends to issue an RFP for the production of F-16 AAI retrofit kits and AAI software development. This entire announcement may be found at http://www.pixs.wpafb.af.mil/. Responses are due not later than 15 days from the publication of this notice. This is a notice of contract action. The F-16 System Program Office (SPO) anticipates a sole source acquisition to Lockheed Martin Tactical Aircraft Systems (LMTAS), Fort Worth, TX, to produce Air-to-Air Identification, Friend or Foe (IFF) Interrogator system retrofit kits for blocks 50 and 52, F-16 aircraft. This effort will include the manufacture of Group A and B kits for Air Force Depot installation on approximately 251 F-16 aircraft. The AAI capability requires the development of additional software beyond the existing M2+ F-16 software baseline. The AAI capability will be fielded with the Modular Mission Computer (MMC) Tape 3 OFP. The F-16 SPO is not able to provide tooling, facilities, or design and fabrication drawings/data or a complete procurement data package for the effort. Engineering development of the production kits is being accomplished under separate contract. Program requirements include production of: 1) Combined Air-to-Air IFF Interrogator/Transponder, 2) Interrogator antennas and beam-forming equipment, 3) Common Data Entry Electronics Unit (CDEEU), 4) Color Programmable Display Generator (CPDG), 6) IFF control panel, 7) Aircraft wiring and installation hardware, 8) Initial spares. Changes to F-16 flight software for an AAI capability is also included. Lockheed Martin Tactical Aircraft Systems (LMTAS), P.O. Box 748, Fort Worth, TX 76101-0748 is the planned prime contractor for this effort, pursuant to 10 U.S.C. 2304 (c)(1). The contractors who responded to the sources sought synopsis that was advertised in the Commerce Business Daily on 27 Sep 99 did not have the ability to meet the requirement to integrate the F-16 aircraft with an AAI system. The F-16 SPO encourages interested subcontractors to contact LMTAS for subcontract work related to the above described integration and production effort.
