contractor shall provide all personnel, equipment, tools, materials,
supervision, transportation, and other items and services necessary to
provide common carrier cellular telephone service to MacDill AFB, FL.
The contractor shall provide local, state, and nationwide and
worldwide coverage for wireless telephones, with a standard 10-digit
telephone number (including area code and 7-digit telephone number),
compatible with nationwide dialing plans. The local coverage, at a
minimum, must include the following toll free counties within the state
of Florida: Hardee, Hernando, Highland, Hillsborough, Manatee, Pasco,
Pinellas, Polk, and Sarasota. The state coverage must include all
counties within the state of Florida. The nationwide coverage must
include the 48 contiguous states within the United States, their major
metropolitan areas, and DoD installations. Roaming capability is
required for continuous service within the state and nationwide
coverage areas. WorldWide coverage will include ability to dial
internationally. The contractor shall be a commercial carrier cellular
system licensed by the Federal Communications Commission to operate i
this area, which interfaces with standard commercial wire line
telephone systems. The frequencies shall allow excellent signal
strength for penetration of standard construction walls, windows, and
other barriers, that may preclude signals from reaching the wireless
telephones. Service must be provided throughout MacDill AFB and into
all facilities located on MacDill AFB. The contractor shall provide, as
a minimum, measured signal strength of -95 dBm or better for analogue,
or Frame Eras Rate of 7 or less for digital. The contractor shall
provide cellular service quality equal or greater than provided to
residential or commercial area customers. The contractor shall provide
airtime for cellular telephones usage on an as needed basis for an
estimated 200 to 400 cellular telephone units. The contractor shall
provide a usage rate comparable to, or lower than, rates offered to the
most favorable commercial subscriber with usage 24 hours per day, 7
days per week, 365 days per year. The contractor shall offer cellular
dual band (analogue and digital) instruments for purchase through this
contract. Digital voice service to include optional special features,
such as, call restriction, call waiting, conference calling, text and
numeric paging, oral communications retrieval (voice mail), caller ID,
and voice service, shall be available and programmed on each
government-furnished wireless telephone. The contractor shall provide
repair services for government-owned cellular telephone units. Period
of performance, 01 April 2000 through 30 September 2000, with four
one-year option periods. Date for receipt of proposals will be on or
about 03 January 2000. No telephone requests for solicitations will be
honored. No paper copies of solicitation will be provided, the
solicitation will be posted on the Electronic Posting System,
www.eps.gov. This request is unrestricted. The SIC Code 4812 applies.
