The National Institute of Child Health and Human Development (NICHD) plans a one year extension of a contract with The Board of Trustees of the University of Alabama, Birmingham, Alabama by using other than full and open competition. The determination to use other than full and open competition was made in accordance with 41 USC 253 (c) (1), FAR 6.302-1. The purpose of the extension will be to continue the existing NICHD Transgenic Mouse Development Facility (NTMDF)in order to carry-out ongoing projects without interruption. The work to be conducted during this one year period includes producing customized transgenic mice. Major responsibilities shall include receiving DNA constructs and probes, analyzing DNA for microinjection, microinjecting DNA constructs into fertilized mouse eggs and reimplanting, testing of founders for DNA integration, and distributing the transgenic mice. The purpose of this synopsis is to determine whether there are other sources capable of meeting the Government's requirements as described above. Specifically, the Offeror should be capable of performing the work without interruption of production. Capability statements should be submitted within 45 days of publication of this synopsis and include details specifying how they would perform this work within the timeframe mentioned above.
