Y -- SITE EXCAVATION/ON-SITE DISPOSAL FACILITY PHASE III PROJECT SOL FSC 642 DUE 120399 POC Rick Holbrook (513) 648-4622 Fluor Daniel Fernald (FDF), Request for Proposal (RFP) No. FSC 642 is scheduled to be released in April 2000 for the Site Excavation/ On-Site Disposal Facility (OSDF) Phase III project at the Department of Energy's Fernald Environmental Management Project (FEMP), Hamilton County, Ohio. The Site Excavation/ On-Site Disposal Facility Phase III contract is planned to consist of a base year and five option years. The scope of work for the Site Excavation/ On-Site Disposal Facility Phase III shall include, but not be limited to: erosion and sediment control; dust control; excavation and transportation of approximately 1.8 million cubic yards of impacted material and placement of that material into the OSDF; construction of the composite liner system for three (3) disposal cells including horizontal wells; installation of high density polyethylene (HDPE) pipe and appurtenances for the leachate collection and detection systems; and construction of support facilities. The successful contractor shall provide personnel, supervision, facilities, equipment, material, supplies and services for performance of this contract. The successful contractor will be required to comply with the terms and conditions of the FEMP Site Project Labor Agreement for Union Construction Labor Forces. The successful contractor will be required to self-perform impacted material excavation, impacted material placement, clay liner construction, and clay cap construction for the Site Excavation/ OSDF Phase III Project. To be pre-qualified to submit a proposal for this work, a prospective offeror must provide a release letter to authorize release of past performance data to FDF and a description of projects that meet the criteria listed below (minimum two, maximum nine -- two projects that satisfy all criteria or up to nine projects that each satisfy individual criterion). The descriptions are to be submitted to FDF on the Pre-qualification Form available on the Fluor Daniel Fernald Home Page. The project(s) must have been completed 1990 topresent. The following are mandatory requirements which prospective offerors must meet in order to become pre-qualified. FDF's RFP may include additional mandatory requirements for award eligibility. 1. Prospective offerors must be able to demonstrate a successful record of safe construction performance by a current workers compensation experience modification rate (EMR) of less than or equivalent to 1.05 or the trend for the past three years is downward and none of the past three years has an EMR greater than 1.25. If a subsidiary of a corporation is the prospective offeror, the EMR of the total corporation will be used as the basis for evaluation. In the case of a joint venture or other partnership arrangement, each individual partner must meet the criterion separately. In order to assist FDF in the pre-qualification process, potential offerors shall complete the Safety History and Program Data form. A separate form shall be completed for each individual member in a partnership/joint venture type of arrangement. FDF will review the information and determine an offeror's eligibility for pre-qualification. 2. A prospective offeror must be able to demonstrate successful past performance in the excavation and transportation of contaminated soil and debris (radiological and/or RCRA). This experience must include substantial demolition and removal of at and/or below grade structures and utilities (eg. concrete foundations, pilings, and concrete encased pipe/ ductbank). To satisfy this criterion, the offeror has to have successfully completed at least two (2) projects of 200,000 CY (minimum) of material each over a one year period or one (1) project of 300,000 CY (minimum) of material over a two year period. The project(s) must have been completed 1990 to present. The offeror must have self-performed 55% of the contract value of each project. 3. The offeror must be able to demonstrate successful past performance in placement of soil and debris in an engineered landfill or cell (debris must include structural/building debris). To satisfy this criterion, the offeror has to have successfully completed at least two (2) projects of 200,000 CY (minimum) of material over a one year period or one (1) project of 300,000 CY (minimum) of material over a two year period. The project(s) must have been completed 1990 to present. The offeror must have self-performed 55% of the contract value of each project. Experience in the placement of radiologically contaminated debris is preferred. 4. The offeror must be able to demonstrate successful past performance for at least two (2) projects with a minimum contract value of $7 million each or one (1) project with a minimum contract value of $15 million. 5. The offeror must be able to demonstrate successful past performance in processing, moisture conditioning and placement of clay liner for at least two (2) projects of 50,000 CY (minimum) each or at least one (1) project of 100,000 CY (minimum). For each of these projects, the offeror must have self-performed placement of the clayliner. 6. The offeror must be able to demonstrate successful past performance in the installation of geosynthetic liner for at least two (2) projects of 10 acres (minimum) each or at least one (1) project of 20 acres (minimum). 7. One of the projects that satisfy one of the above criteria must have been for a Federal Agency (DOE, DOD, Corps of Engineers, etc.). Experience at a DOE Site is preferred. 8. At least one (1) of the projects that satisfy criteria 2 through 4 must include the offeror's work force using level C personal protective equipment including full face air-purifying canister-equipped respirators for a substantial portion of the work. 9. For each project submitted, the offeror must be able to demonstrate successful past performance based on quality, cost and schedule. FDF will evaluate the response from the project owner(s) and/or other contacts relative to the listed criteria in order to verify successful past performance of the project. Firms interested in this work must meet all of the above defined criteria to be eligible for award. The estimated total cost for the project is $110 million to $140 million including options. The estimated Base Contract amount is $20 million to $30 million. A bid guarantee for the Base Contract Amount will be required.
