amendment changes the RFP number from DASG60-96-R-0002 to RFP
DASG60-00-R-0002 for administrative purposes. RFP DASG60-00-R-0002 is
for the Engineering, Manufacturing, Development (EMD) Phase of the
Theater High Altitude Area Defense (THAAD) System program, excluding
the Low Rate Initial Production. This solicitation is for the continued
development, prototyping and testing of the overall THAAD weapon
system. The THAAD system consists of missile rounds; launchers; battle
management/command, control, communications and intelligence elements;
and radars. This solicitation also includes System Integration
Assessments and residual PDRR Hardware Support, as well as options for
Task Force Tactical Operation Center (TFTOC) Analysis; TFTOC delivery;
Alternate T/R Modules; and Configuration 2. The proposed EMD phase
contract will be a follow on to the on-going Demonstration/Validation
(DEM/VAL) contract DASG60-92-C-0101with Lockheed Martin for the THAAD
system less the radar and on-going DEM/VAL contract DASG60-92-C-0184
with the Raytheon Company for the THAAD system radar. Pursuant to the
authority of FAR 6.302-1(a)(2)(ii) and 6.302-1(b)(2)(ii), the
Government intends to award a single contract for the EMD phase
requirement to Lockheed Martin Missiles and Space with Raytheon as a
major subcontractor for the radar effort. A CPAF contract for a 118
month period of performance (51 months for design, development, and
delivery of the EMD prototypes, then 67 more months for completion of
all tests and evaluation activities) is anticipated. This acquisition
is not open to foreign participation at the subcontract level. The
proposed EMD contract will encourage competitive subcontracting and
subcontracting with Small Business, Small Disadvantaged Businesses,
Women-Owned Small Businesses, and Historically Underutilized Business
