The U.S. Environmental Protection Agency (EPA) intends to award a sole source, firm fixed price purchase order using the Simplified Acquisition Procedures of Federal Acquisition Regulation (FAR) Part 12. This synopsis is for information purposes only. This requirement will be procured on a SOLE SOURCE BASIS with HOWARD UNIVERSITY's Small Business Development Center Network, Washington, D.C. The EPA Office of Small and Disadvantaged Business Utilization (OSDBU) has a need for counseling, general program management, technical assistance and outreach support services for the EPA Small Business Outreach Center. Howard University's Small Business Development Center will staff and operate EPA's Small Business Outreach Center by: Task 1 -- providing counseling services specific to EPA programs such as preparing businesses for submitting qualified proposals and grant applications, providing assistance in drafting corporate capability statements, preparing financial statements, completing EPA RFP forms and teaching firms how to do business with EPA; Task 2 -- providing general management and technical assistance to firms by assisting in development of business plans, development and submission of loan packages, accounting and bookkeeping assistance, providing counseling assistance in marketing, financing, procurement, and legal planning, providing courses, seminars, workshops and conferences in business development, international trade, strategies for financial fitness, securing SBA loans, and how to start a business; Task 3 -- promoting the EPA Small Business Outreach Center services to the general small business and socioeconomic communities with particular concentration in the Washington, D.C. and Metropolitan area and to some degree EPA's ten regional offices by utilizing among other avenues the Howard University's Business Development Center Network; and Task 4 -- implementing operating procedures to track the success of the business counseling program that includes in-take process to evaluate and record specific counseling requirements for each client, assessment process to determine the most effective method(s) of providing services, scheduling process to establish dates and times for counseling and/or training sessions, counseling process utilizing current business assistance software, business manuals and videos, participate in EPA sponsored outreach activities, and tracking/follow-up process to keep track of each client's programs and successful business dealings with EPA. This notice of intent is not a request for competitive proposals. However, all proposals received by the proposal due date will be considered by the government. A determination by the government not to compete this proposed purchase order based upon response to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The period of performance for the purchase order will be one (1) year from the effective date of award with a potential for three (3) option periods of one (1) year each.
