Proposals in response to RFP 3116 are due December 23, 1999 @ 3:00 p.m. The Mississippi Department of Information Technology Services(ITS) seeks a "turnkey" vendor for the Mississippi Department of Human Services (MDHS) to provide a statewide Electronic Benefit Transfer (EBT) system to deliver Food Stamp benefits to 112,000 households in Mississippi's 82 counties by a plastic, magstripe debit card (similar to a bank debit card) and provide the framework for adding cash benefits later. United States Department of Agriculture's (USDA) regulations govern EBT Food Stamp systems and its regulations are contained in 7 CFR274.12. Vendors are encouraged to obtain and read this document before considering a response to this RFP. If no suitable quote (turnkey) vendor price is received, MDHS/ITS reserves the right to take proposals for component pricing in the following areas: (1) EBT processing, settlement and reconciliation systems and overall project management with other contractors; (2) centralized EBT card production and distribution system; (3) POS system; (4)call center/help-desk system.
