OBJECTIVE: The Defense Advanced Research Projects Agency (DARPA)
Special Projects Office (SPO) is soliciting proposals (technical and
cost) from qualified corporations, research centers, universities,
FFRDCs and DOE laboratories for the Counter Underground Facilities
(CUGF) program under BAA 00-06. Underground facilities (UGFs) are a
serious and growing asymmetric threat to our security and operational
dominance. The DARPA CUGF program effort solicited under this BAA will
focus on technologies to support characterization of UGFs. Of
particular interest is research that will support the development of
sensor concepts and technologies that directly contribute to the
objective of holding a threat UGF at risk, providing critical
information on the timeliness of an attack, obtaining specific facility
vulnerabilities to enable either functional or physical defeat, and
securing information critical for battle damage assessment. The purpose
of this BAA is to fund research and development activities to enhance
DoD's capabilities in characterizing UGFs in direct support of holding
threat UGFs at risk.ACQUISITION INFORMATION: This BAA solicits
proposals in five work areas: (1) Passive Acoustic, Seismic,
Electromagnetic Monitoring (PASEM); (2) Selected Concepts for Active
Seismic Imaging; (3) Selected Concepts for Active Electromagnetic
Imaging; (4) Characterization of UGF operations and UGF battle damage
assessment (BDA) by the use of effluents; and (5) Additional novel
concepts and technologies for UGF characterization. Within the meaning
of the Federal Acquisition Regulation (FAR) at 6.102 and 35.016, this
announcement and the Proposers Information Pamphlet (PIP) constitute
DARPA's solicitation for this BAA. Evaluations of all proposals will be
accomplished through a scientific review of each proposal considering
the following general criteria, which are listed in descending order of
relative importance: (1) the offeror's ability to execute the work in
a manner, which meets or exceeds the DARPA CUGF program goals and
objectives, defined in the PIP, (2) overall scientific merit and
technical approach, (3) offeror's capabilities and related experience,
and (4) proposed cost and cost realism. Specific criteria for each
proposal category can be found in the PIP. The scoring values for the
evaluation will vary based on the proposal category. Multiple awards
are anticipated for each of the work areas. Toward this end, DARPA will
consider all types of proposals including, traditional FAR/DFARS type
contracts, grants and Other Transaction Agreements. No portion of the
BAA will be set aside for Historically Black Colleges and Universities
(HBCU) or minority institutions (MI) participation due to
impracticality of reserving discrete or severable areas of research for
exclusive competition among the entries. PROPOSAL SUBMISSION: Offerors
may submit proposals in any of the five work areas. DARPA is
requesting and encouraging White Papers as part of the review process.
Submitted White Papers will be evaluated by DARPA and offerors will be
informed as to the relevance of the proposed concept as expressed in
the White Paper. Offerors for work areas one through four are required
to submit their proposals by 13 January 2000, 4:00 PM Eastern Standard
Time. Requested White Papers for work areas one through four should be
submitted by 8 December 1999, 4:00 PM Eastern Standard Time. DARPA
will accept proposals and White Papers for work area five for the
entire 24-month duration of the BAA. DARPA will respond in writing to
the administrative points of contact. Proposals and White Papers should
be addressed to Defense Advanced Research Projects Agency, Contracts

Fairfax Drive, Arlington, VA 22203-1714. Proposers must obtain the BAA
00-06 Proposers Information Pamphlet (PIP) which provides further
technical and administrative detail for this BAA including the
technologies of interest, evaluation criteria, funding processes, and
formats of abstracts and proposals. Proposals not meeting the specified
format described in the PIP will not be considered for award. The PIP
is classified SECRET/NOFORN and may be obtained from Mrs. Vannessa
Wilson-Baldwin (703-465-2652), by providing your facility's CAGE code,
classified mailing address, and the facility security officer's name
and phone number via FAX at 703-524-2449. Questions regarding this BAA
or unclassified comments on the PIP may be sent to baa00-06@darpa.mil.
A Frequently Asked Questions (FAQ) compilation will be posted on-line
and periodically updated. Contracts are anticipated to be awarded
beginning in January of 2000 for Work Areas one through four. Contracts
in Work Area five will be awarded on an individual basis throughout the
duration of the BAA. A table of important dates and milestones is
provided in the PIP. There will be an SECRET/NOFORN Industry Brief
covering this BAA on 9 November 1999 from 0830 to approximately 1230 at
the Mitretek Systems, 7525 Colshire Drive, McLean VA 22102-7400. All
interested parties must have a current visitor request on file in order
to attend this briefing. Visitor requests should be sent to 4001

proposal preparation and submission. Proposals submitted shall be in
accordance with this announcement and the PIP. There will be no other
solicitation issued in regard to this requirement. Offerors should be
alert for any BAA amendments that may be published. ORGANIZATIONAL
CONFLICT OF INTEREST: Each cost proposal shall contain a section
satisfying the requirements of the following: Awards made under this
BAA are subject to the provisions of the Federal Acquisition Regulation
(FAR) Subpart 9.5, Organizational Conflict of Interest. All offerors
and proposed subcontractors must affirmatively state whether they are
supporting any DARPA technical office(s) through an active contract or
subcontract. All affirmations must state which office(s) the offeror
supports and identify the prime contract number. Affirmations shall be
furnished at the time of proposal submission, and the existence or
potential existence of organizational conflicts of interest, as that
term is defined in FAR 9.501, must be disclosed. This disclosure shall
include a description of the action the offeror has taken, or proposes
to take, to avoid, neutralize or mitigate such conflict. If the offeror
believes that no such conflict exists, then it shall so state in this
section. It is the policy of DARPA to treat all proposals as
competitive information, and to disclose the contents only for the
purposes of evaluation. The Government intends to use non-government
personnel as special resources to assist with the logistics of
administering the proposal evaluation and providing selected technical
assistance related to proposal evaluation. Support personnel are
restricted by their contracts from disclosing proposal information for
any purpose. Contractor personnel are required to sign the
Organizational Conflict of Interest Non-Disclosure Agreements. By
submission of its proposal, each offeror agrees that proposal
information may be disclosed to those selected contractors for the
limited purpose stated above. Any information not intended for limited
release to support contractors must be clearly marked and segregated
from other submitted proposal material. DARPA is seeking participation
