synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. Solicitation F33657-99-R-0044 is
issued as a Request for Proposal (RFP) for commercial solutions for the
acquisition of a C-130J Maintenance and Aircrew Training System (MATS).
The RFP document, and all associated documentation, is posted to the
Preaward Information eXchange System (PIXS) site
www.pixs.wpafb.af.mil/pixslibr/c-130RFP/c-130rfp.asp. The RFP document
and incorporated provisions and clauses are those in effect through
Federal Acquisition Circular 97-13. The standard industrial
classification code for the program is 3728. The requirement is for an
Aircrew and Maintenance Training System including maintenance training
devices (MTDs), aircrew training devices, courseware, instruction, site
activation, and operation and maintenance. The Contract Line Item
Numbers (CLINs) and Option CLINs (including item descriptions,
quantities, and delivery/acceptance/ FOB points) are located on the
C-130J MATS PIXS site in the document entitled, "01SectionsAthruK". The
requirement is discussed in further detail in the System Requirements
Document located on the C-130J MATS PIXS site in the document entitled
"06SysReqDoc". The provision at 52.212-1, Instructions to Offerors --
Commercial, applies to this acquisition. Addenda to provision 52.212-1
(including the Statement of Objectives, Statement of Work Tasks, CLIN
Matrix, Past Performance Cover Letter and Questionnaire, and the
Commercial Pricing Support Addendum) are located on the C-130J MATS
PIXS site in the document entitled, "02ITOandSOO". The provision at
52.212-2, Evaluation -- Commercial Items, applies to this acquisition.
The following factors shall be used to evaluate offers: Mission
Capability, Proposal Risk, Past Performance, and Price. Additional
information concerning the evaluation factors is located on the C-130J
MATS PIXS site in the document entitled, "03EvalFactors". Offerors
must include a completed copy of the provision at 52.212-3, Offeror
Representations and Certifications -- Commercial Items, with proposals.
The clauses at 52.212-4, Contract Terms and Conditions -- Commercial
Items, and 52.212-5, Contract Terms and Conditions Required to
Implement Statutes or Executive Orders -- Commercial Items, apply to
this acquisition. Additional contract clauses, requirements, Terms and
Conditions, and Special Provisions as determined by the Contracting
Officer to be necessary for this acquisition and consistent with
customary commercial practices, are applicable to this acquisition. The
text of 52.212-3, 52.212-4 and 52.212-5, and the text of additional
contract requirements, Terms and Conditions, and Special Provisions are
located on the C-130J MATS PIXS site in the document entitled,
"01SectionsAthruK". Additionalattachments to the RFP are located on the
C-130J PIXS site. This acquisition is a rated order under Defense
Priorities and Allocations System with an assigned rating of DO-A1. An
Ombudsman has been appointed to address concerns from offerors or
potential offerors during the proposal development phase of this
acquisition. The Ombudsman does not diminish the authority of the
program director or contracting officer, but communicates contractor
concerns, issues, disagreements, and recommendations to the appropriate
Government personnel. When requested, the Ombudsman shall maintain
strict confidentiality as to the source of the concern. The Ombudsman
does not participate in the evaluation of proposal or in the source

that are subject to export control laws and regulations. Only
contractors who are registered and certified with the Defense Logistics
Services Center (DLSC) shall be provided copies of the solicitation or
other data subject to foreign disclosure restrictions. Contact the
Defense Logistics Services Center, 74 Washington Avenue N., Battle
Creek MI 40917-3084 (1-800-353-3572) for further information on the
certification process. You must submit a copy of your approved DD Form
2345, Military Critical Technical Data Agreement, with your proposal.
Foreign-owned firms must also provide a current Special Security
Agreement {reference DoD 5220.22-M, National Industrial Security
Program Operation Manual (NISPOM)} with your proposal. Responses are
split submittals and due no later than 4:00 p.m. local time,
Wright-Patterson AFB OH, on the following dates: Volume I
(Technical/Management Volume) and Volume II (Past Performance) are due
12 Nov 99, Volume III (Cost/Price Proposal) and Volume IV (Model
