announcement published on 6/24/99 as follows: Solicitation
PR-HQ-99-15909 will be issued as an INVITATION FOR BID on or about
October 29, 1999. Bid Opening will be held approximately 30 days later.
No draft IFB will be released. The Agency intends to award multiple
indefinite delivery/indefinite quantity type contracts to provide up to
4,000 sample analyses per month or 48,000 for the base year with two
six-month optional periods of performance for up to 2,000 samples each.
No single bidder will be awarded a contract with a potential monthly
maximum requirement greater than 800 samples per month. This
procurement is being conducted as a "stop gap" to allow for significant
revisions to the ILM05.0 SOW. Therefore, the Inorganic (Multi-Media,
Multi-Concentration) Analysis Statement Of Work (SOW) version ILM04.0,
as amended by ILM04.1 will be utilized. ILM04.1 contains minor
modifications to the SOW contained in the current contracts(ILM04.0).

most significant change to the SOW is the delivery dates which have
been modified to 7, 14, or 21 day turnaround times. Two (2) Pre-Award
QUALIFICATION REQUIREMENTS are applicable to this procurement:
Performance Evaluation Sample (PES) Analysis and Contract Compliance
Screening (CCS). PES Analysis is designed to test an offeror's ability
to detect inorganic target analytes of interest within established
detection limits. The CCS Audit is designed to test an offeror's
ability to meet the stringent Quality Control/Quality Assurance
requirements necessary to support the Agency's mission. The CCS also
demonstrates an offeror's ability to deliver electronic and hardcopy
data in the specified format. Unless previously determined qualified as
described below, OFFERORS MUST REQUEST PERFORMANCE EVALUATION SAMPLES
FROM THE CONTRACTING OFFICER BY CLOSE OF BUSINESS NOVEMBER 12, 1999 in
order to have sufficient time to perform the analysis and prepare
appropriate documentation. It is anticipated that PES will be mailed on
or about November 17th. PES analysis and required documentation must be
completed by the date established for Bid Opening or other date as
specified in the IFB. Offerors will be given no less than seven (7)
days to complete the analysis and deliver all required data. Complete
instructions regarding analysis and documentation will be included in
the IFB. Requests to participate in the testing process must be
provided in writing via electronic mail or hardcopy. E-mail requests

20460. Offerors who request performance evaluation samples after
November 12th will receive samples; however, awards will not be delayed
awaiting qualification results. Because of the similarities between the
requirements in the Statements of Work ILM04.0 and ILM04.0, as amended
by ILM04.1, offerors that have successfully performed
inorganicanalysis for the forth quarter fiscal year 99 quarterly blind
performance evaluation samples (ILM-QB4-FY99) and generated acceptable
documentation under existing CLP Inorganics contracts are exempt from
the pre-award requirement to perform a Performance Evaluation Sample
Analysis and Contract Compliance Screening. Bidders must certify within
the IFB if they have met this pre-qualification requirement; failure to
certify prior qualification or failure to submit PES analysis
information with required documentation will result in a determination
that the bid is non-responsive. ALL QUESTIONS AND COMMENTS MUST BE
