traversjr@nswc.navy.mil. This is a combined synopsis/solicitation
procedure for commercial items prepared in accordance with the format
in subpart 12.6, as supplemented with additional information included
in this notice. Award is to be made under the Simplified Acquisition
Procedures (FAR 13.5). This announcement constitutes the only
solicitation; therefore, PROPOSALS ARE BEING REQUESTED AND A WRITTEN
SOLICITATION WILL NOT BE ISSUED. The Request for Proposal Number is
N00178-00-Q-1002. The solicitation document and incorporated provisions
and clauses are those in effect through Federal Acquisition Circular
97-14. The Naval Surface Warfare Center, Dahlgren, Division (NSWCDD)
intends to procure computer hardware maintenance for Hewlett Packard
HP9000/725 Servers and associated equipment as stated in attachment 1
(five pages) available via the following website:
http://www.nswc.navy.mil/supply/synopsis.htm) on a competitive best
value contract. This maintenance contract will cover the following (1)
all parts, labor and travel with unlimited maintenance calls for the
entire period of the contract to keep the equipment fully operational;
(2) Relocation of equipment within NSWCDD, Dahlgren, VA; and (3)
Installation of configurations. The contractor must state in their
proposal an overall monthly maintenance charge for each piece of the
equipment and associated equipment in attachment (1) to included and
cover all three stated requirements above. ANY EXCEPTIONS SHOULD BE
NOTED IN PROPOSAL. ALL TECHNICIANS SERVICING THIS EQUIPMENT MUST
POSSESS A SECRET CLEARANCE AND INFORMATION FORWARDED TO NSWCDD SECURITY
DEPARTMENT UPON AWARD. Hours of maintenance (if required) shall be
Monday-Friday except Government Holidays and weekends between the hours
of 0800-1600. After notification to the company for repair services,
there shall be a FOUR HOUR REPONSE TIME WITH A 12 HOUR REPAIR TIME
LIMIT WITHIN THE PRINCIPAL PERIOD OF MAINTENANCE (during the hours of
0800-1700) on the equipment with a credit of $50.00 per hour per call
if this requirement is not met. The contractor has the option to
furnish replacement equipment in lieu of downtime. Pre-maintenance
inspections shall be at no cost to the Government as this equipment has
been under a support agreement. NSWCDD reserves the right to add or
delete equipment during the entire period of the contract. Maximum
growth of this award will not to exceed 25% of the awarded value. All
items are located at NSWCDD, 17320 Dahlgren Road, Dahlgren, VA 22448
with the custodians as listed in attachment (1). EVALUATION OF OPTIONS
WILL NOT OBLIGATE THE GOVERNMENT TO EXERCISE THE OPTION. The period of
performance shall be one base year (01 October 1999-30 September 2000)
plus four one- year options. All responsible sources shall provide
their hardware maintenance agreement and proposal IAW 52.212-2 criteria
below with their fax quote which shall be considered by the Naval
Surface Warfare Center, Dahlgren Division, Dahlgren, VA 22448. The
contractor shall provide in writing, documentation demonstrating they
are a valid authorized service provider of Hewlett Packard products.
All responsible sources will submit their CAGE CODE NUMBER, DUNS NO,
TAX IDENTIFICATION NO AND CERTIFICATION THAT THEIR COMPANY IS LISTED IN
THE CENTRAL CONTRACTOR REGISTRATION WEBSITE. Please furnish quotes to
Susan E. Johhson, Code SD111, fax 540-653-7088, and reference quote
number. This procurement shall be awarded on an all or none basis. All
items shall be shipped FOB Destination to the Naval Surface Warfare
Center, Dahlgren Division, Dahlgren, VA 22448. FAR 52.212-1,
Instructions to Offerors Commercial Item and the provision FAR
52.212-2, Evaluation-Commercial Items, applies to this solicitation and
hereby incorporated by reference; insert the following evaluation
factors into subparagraph (a), "price, past performance." Offerors
shall include a completed copy of the provision FAR 52.212-3 Offeror
Representations and Certification Commercial Items with their offer.
The provision at FAR 52.212-4, Contract Terms and Conditions Commercial
Items apply to this acquisition. The provision at FAR 52.212-5 Contract
Terms and Conditions Required to Implement Statues or Executive
Orders-Commercial Items, Subparagraphs (a) (b) 1, 5, 8(ii), 11, 12, 13,
14, 15, 23, 25, (d) and (e), apply to this acquisition and are hereby
incorporated by reference. The provision at DFAR 252.212-7000
Contractor's Representation and Certification apply to this
acquisition. The provision at DFAR 252-212-7001, Contract Terms and
Conditions Commercial Items applies to this acquisition with the
following subparagraph (b) thereof indicated as applicable: DFARS
252.205-7000,252-219-7003, 252-225-7012, 252-225-7021, 252.227-7015,
252.227-7037, 252-243-7002 and 252.247-7024. The following DFARS
provisions are applicable to this acquisition: DFAR 252.204-7004
Required Central Contractor Registration, DFAR 252.225-7017 Prohibition
on Award to Companies Owned by he Peoples Republic of China. The
following full text clause applies: YEAR 2000 WARRANTY-INFORMATION
TECHNOLOGY (SEP 1998) (a) The Contractor warrants that all information
technology (IT) as defined at FAR 2.101, whether commercial or
noncommercial, delivered under this contract that will be required to
perform date/time processing involving dates subsequent to 31 December
1999, shall be Year 2000 compliant if properly installed, operated,
and maintained in accordance with the contract specifications and
applicable documentation. If the contract requires that specific
deliverables operate together as a system, this warranty shall apply to
those deliverables as a system. (b) "Year 2000 complaint" (as defined
at FAR 39.002) means that the IT accurately processes date/time data
(including, but not limited to, calculation, comparing, and sequencing)
from, into, and between the twentieth and twenty-first centuries, and
the years 1999 and 2000 and leap year calculations, to the extent that
other IT, used in combination with the IT being delivered, properly
exchanges date/time data with it. The "proper exchange" of date/time
data shall be in accordance with the interface requirements
specification(s) of the contract. (c) For the line item deliverables
which are commercial items (as defined at FAR 2.101), and which include
commercial IT, the terms and conditions of the standard commercial
warranty covering such commercial IT shall apply in addition to, and to
the extent such terms and conditions are consistent with this warranty.
Any applicable commercial warranty shall be incorporated into this
contract by attachment. (d) Notwithstanding any provision to the
contrary in other warranty requirement(s) of this contract, or in the
absence of any warranty requirement (s), the remedies available to the
Government under this warranty shall include those provided in the
Inspections clauses(s) of this contract. Nothing in this warranty shall
be construed to limit any rights or remedies the Government may
otherwise have under this contract. (e) Unless specified elsewhere in
the contract, the Contractor will also deliver to the Government a
report summarizing any Year 2000 compliance testing that was performed
and the results thereof. (f) This warranty shall expire on 31 January
2001, or one hundred eighty (180) days after acceptance of the last
deliverable IT item under this contract (including any option exercised
hereunder), whichever is later. (end of clause) FAR 52.212-2 EVALUATION
COMMERCIAL ITEMS WILL BE UTILIZED TO THE EXTENT THAT THE RESULTING
AWARD WILL BE BASED UPON (1) THE OFFEROR=S TECHNICAL APPROACH AND
UNDERSTANDING OF THE REQUIREMENT TO PERFORM MAINTANCE AND REPAIR ON THE
STATED EQUIPMENT IN ATTACHMENT (1) (i.e. the contractor must show the
company has the resource, capability and personnel to service the
stated equipment in accordance with stated response and repair time;
whether there an escalation procedure when a technician after arriving
at NSWCDD encounters a more complex repair is there backup technical
resources available); (2) PAST PERFORMANCE HISTORY INCLUDING THREE
REFERENCES FOR SIMILAR EFFORTS INDICATING AGENCY/COMPANY, CONTRACT
AWARD NUMBER, POINT OF CONTACT INCLUDING TELEPHONE NUMBER AND CONTRACT
VALUE WITHIN THE PAST THREE YEARS . (3) CONTRACTOR FURNISHED RESUMES
ALONG WITH A RESUME MATRIX ON THE KINDS OF TRAINING CERTIFICATION ON
EACH KEY PERSONNEL/SERVICE TECHNICIAN POSSESSES DEMONSTRATION ABILITY
TO PROVIDE STATED MAINTENANCE/REPAIR SERVICES ON THE CONTRACT. THE
RESUME AND RESUME MATRIX MUST CLEARLY SHOW THAT THE TECHNICIAN(S) HAVE
ATTENDED CERTIFICATION TRAINING (OEM, ON-THE-JOB TRAINING, AND HP
CERTIFICATION TRAINING WITHIN THE LAST THREE YEARS IN REGARDS TO THE
RELEVANT STATED EQUIPMENT IN ATTACHMENT (1). (4) CONTRACTOR MUST
FURNISH IN THEIR PROPOSAL EVIDENCE OF MAINTAINING/STOCKING OF AVAILABLE
PARTS BY DISCUSSING ACCESS TO AND LOCATION OF AN INVENTORY OF SPARE AND
REPAIR PARTS, TOOLS, TEST EQUIPMENT AND INSTRUMENTS WHICH ARE
SUFFICIENT TO MINIMIZE DOWNTIME AS WELL AS THE AGREEMENT WITH THE OEM
OR OTHER QUALIFIED SUPPLIER TO PROVIDE SPARE AND REPAIR PARTS FOR ALL
THE STATED EQUIPMENT IN ATTACHMENT (1) AND THE REPLENISHMENT OF THESE
PARTS. ALL SPARES, REPLACEMENT PARTS MUST BE NEW OR CERTIFIED AS NEW.
EACH CONTRACTOR'S PROPOSAL MUST COMPLETE AND SUBMIT THE REPRESENTATIONS
AND CERTIFICATIONS FOUND IN 52.212-3 AND 252-212-7000. FAR 52.217-5
Evaluation of Options applies to this acquisition. Closing date is 10
