Synopsis/Solicitation for Ordnance and Explosive Removal Action for
Former OB/OD Pit Makua Military Reservation, Oahu, Hawaii. The
solicitation number to reference on this requirement is
DACA87-00-Q-0008. This requirement is being issued as a Request for
Quotation using Simplified Acquisition Procedures under the Test
Program at Subpart 13.6, as supplemented with additional information
included in this notice. This requirement is a 100% Small Business
set-aside. ALL OFFERS MUST BE RECEIVED BY THE 9TH DAY OF NOVEMBER 1999
TO BE CONSIDERED TIMELY. This announcement constitutes the only
solicitation; proposals are being requested and a WRITTEN SOLICITATION
WILL NOT BE ISSUED. Minimally, offers must include the solicitation
number, the name, address, telephone number, facsimile number, e-mail
address, if available, a point of contract complete with official title
and voice telephone. The Standard Industrial Classification Code for
this requirement is 8744. The objectives of this requirement is for the
contractor to safely and efficiently locate and remove conventional
unexploded ordnance (UXO) from 1 acre site at Makua Military
Reservation (MMR). The contractor will also surface clear a 15 foot
wide (7.5 feet either side of centerline) entrance road from the
existing access road to the 1 acre site (maximum of 300 feet in
length). The work required under this Statement of Work (SOW) falls
under Research, Development, Test and Evaluation. Ordnance and
Explosives exists on this property currently owned or controlled by the
Department of Defense. The applicable provisions of 29 CFR 1910.120
shall apply to all actions taken at this site. Due to the inherent risk
in this type of operation, the contractor shall be limited to a 40-hour
workweek (either five 8-hour days or four 10-hour days). Unexploded
Ordnance (UXO) personnel shall not perform OE-related tasks for more
than 10 hours per day. SITE LOCATION: Makua Military Reservation (MMR)
is located in an isolated area in the northwest part of Oahu, Hawaii.
DESCRIPTION OF SERVICES: The contractor shall perform the following
tasks: Prepare Work Plan; Location Surveying and Mapping; Vegetation
Removal; Perform Clearance Action; Turn-in of Recovered Inert OE and
OE-Related Scrap; Prepare and Submit Removal Report; FOR MORE DETAILED
INFORMATION A STATEMENT OF WORK WILL BE PROVIDED UPON REQUEST.
CONTRACTOR QUALIFICATIONS: The contractor shall furnish a staff that is
qualified through education, training, and pertinent experience that
shall accomplish the objectives and tasks of the requirement. The
Senior UXO Supervisor would be fully capable of handling such a small
project, while acting as the Project Manager. Federal military and
civilian employees shall not be employed by the contractor in the
performance of any work under the contract, e.g. during off-duty hours,
regular hours or while on annual leave. The only exception to this
restriction is that military employees may be employed, if qualified,
while on terminal leave from the U.S. Armed Forces. If UXO personnel
are substituted at the project site, the Contracting Officer prior to
their arrival at the site must approve them. OSHA REQUIREMENTS:
Training and medical screening IAW 29 CFR 1910.120(e) is required for
this project. Annual physicals shall be accomplished prior to arrival
