BROAD AGENCY ANNOUNCEMENT, (BAA) DAAH01-00-R-RB02, CONTROLLABLE THRUST
PROPULSION. Section 1. The Evaluation Function, Propulsion and
Structures Directorate (P&SD), U. S. Army Missile Research,
Development, and Engineering Center (MRDEC) is requesting proposals for
controllable thrust propulsion that would have application in U. S.
Army Tactical Missile Program Executive Office. The contractor shall
deliver to the P&SD controllable propulsion design and analysis for
evaluation in tactical missile system applications. The contractor
shall deliver to the P&SD propulsion components and integrated
propulsion units to demonstrate the state of the art for future
air-to-ground and ground-to-ground tactical missile applications. This
BAA is issued under the provisions of paragraph 6.102(d)(2) of the
Federal Acquisition Regulation (FAR). Contracts awarded based on
responses to this BAA are considered to be the result of full and open
competition. Section 2. Technical Requirements General: Develop
concepts, designs, and hardware that provide control of propulsive
thrust for tactical missiles that include minimum signature
TOW/Hellfire size missiles and highly aluminized MLRS/Army TACMS size
missiles. Insensitive Munitions (IM) will be considered as a design
variable. No government furnished equipment (GFE) is anticipated for
executing this contract. Deliver the detailed designs, analyses, and
test hardware for evaluation of selected concepts at P&SD. Section 3.
Technical Requirements Specific: 1. Develop the concepts, designs, and
analysis in sufficient detail to enable the government to assess the
applicability of the concepts to evolving missile systems. Explicitly
state what IM tests each concept should pass and provide any available
data to support IM claims. Quantitatively estimate the impact of
passing additional tests. It is desired that the propulsion unit meet
the IM requirements. The thrust profile, mass properties, and
aerodynamic adjustments used to predict flight performance shallbe
supplied for each concept. Provide complete pedigree of specific
impulse from theoretical thermochemical potential to delivered specific
impulse. Explicitly list all efficiencies in tabular form for all
proposed concepts. Summarize the pros and cons for each concept,
indicate the technical hurdles, and suggest the test and analysis
needed to overcome these hurdles. Deliver a minimum of three sets of
components and integrated propulsion units with all necessary hardware
for static testing at the P&SD. Perform post-test data analysis that
quantifies the performance of the component or propulsion unit and
reconcile the performance to the pretest estimates. For selected
concepts deliver a complete flightweight propulsion unit for testing at
P&SD. Four copies of the Technical (Part I) and Three copies of Cost
(Part II) and Past Performance (Part III) shall be submitted. The
proposal shall consist of three parts, Technical (Part I), Cost (Part
II), and Past Performance (Part III). The proposals must besingle-sided
with double-spaced text, page size no larger than 81/2 X 11 inches.
Part I shall not exceed 60 pages (12-point text) excluding exhibits.
Exhibits shall not exceed 30 pages. The proposal shall contain a
one-page abstract summarizing the proposed effort that is unclassified
and releasable to the public. All pages of the proposal shall be
marked with proprietary markings, if applicable. The evaluation
criteria for this BAA are included in this notice at Attachment 1. Part
I of the proposal shall include: Proposer's cover page to include:
Title, technical points of contact (POC), administrative POC, pertinent
