The Metal-Enclosed Low-Voltage Power Circuit-Breaker Switchgear shall be supplied by a manufacturer that has designed, tested, and provided switchgear within the last five years with features as that specified. Secondary Unit Substations shall be supplied by a manufacturer that has designed, tested, and provided secondary unit substations within the last five years with features as that specified. Secondary Unit Substation Transformers shall be supplied by a manufacturer that has supplied similar transformers to major electrical utility companies during the last five years. The project solicits a firm-fixed price construction contract. This is a competitive source selection requirement. The proposals will be evaluated on their price and technical merits both being of equal value. The criteria for evaluating proposals include: FACTOR 1 Price; FACTOR 2 Technical Factors;Subfactor 2A Corporate Experience; and Subfactor 2B Past Performance; and FACTOR 3 Support of Small Business Programs; Subfactor 3A Small Business Past Performance; and Subfactor 3B Subcontracting Plan Effort. The Government reserves the right to reject any or all proposals at any time prior to award; to negotiate with any or all proposers; to award the contract to other than the lowest total price, and to award to the proposer submitting determined to be in the best interest of the Government.
