systems for existing science winches aboard the USCGC POLAR STAR and
USCGC POLAR SEA class icebreakers. One shipset of winch controls shall
consist of two operator control panels (one each local and remote,
with associated controls and displays) for the tow existing
oceanographic winches, tow operator control panels (one each local and
remote, with associated controls and displays) for the existing
trawl/core winch, and a Data Acquisition System (DAS) to record data
about the use of the sceince wires. One shipset each shall be installed
on each of the United States Coast Guard's 399-foot icebreakers, USCGC
POLAR STAR AND USCGC POLAR SEA. Shipsets are to be provided in
accordance with Specification ELC-025-P-591-0345, dated October 14,
1999. Site Visit: Potential Offerors are invited and urged to
participate in the on-site inspection of the existing Science Winch
systems on the vessel. Potential offerors may visually inspect and
measure the existing spaces and systems for the work to be performed
and general condisitons that may have an affect on the price to perform
work. In no event, shall the Government be liable before or after an
award of a contract for failure to inspect the site. Site inspection
will take place in Seattle, WA on 20 December 1999, between the hours
of 12:00 -- 4:00 pm. A Coast Guard representative will be conducting
the on site visit. This is strictly a site visit, and no questions or
answers are allowed on this visit. All questions, concerns or
clarifications must be put in writing and submitted to the Contracting
Officer for a response. All responses will be in the form of an
amendment to the solicitation. if you have any questions regarding the
site visit, contract Mrs. Baskin. All travel related expenses for this
site visit shall be at the prospective offeror's expense. There will be
only (1) one site visit, and there are no exceptions. Delivery for the
Operator Control Systems shall be F.O.B. Destination, 180/210 days ARO
for USCGC POLAR STAR and 90/120 days ARO for USCGC POLAR SEA located in
Seattle, WA. All responsible and responsive sources are invited to
express their interest and ability to provide the described item, via
faxed or in writing. Also, responsive and responsible sources may
submit a proposal which will be considered by this agency. Attention:

The Department of Transportation (DOT), Short-Term Lending Program
(STLP) offers working capital financing in the form of lines of credit
to finance accounts receivable for transportation related contracts.
