617/589-7057 This notice is for subcontracting opportunities. Stone &
Webster Environmental Technology & Services,245 Summer Street, Boston,
Massachusetts 02210, as prime contractor to the U.S. Army Corps of
Engineers, New England District will receive proposals for
Transportation and Off-Site Disposal of approximately 300,000 cubic
yards of non-hazardous waste debris generated by the Devens Landfill
Remediation Project, Devens, Massachusetts under USACE contract
DACW33-97-D-0002. The work includes transportation and off-site
disposal of waste materials generated from six debris disposal areas.
Bids received under this solicitation for transportation and off-site
disposal of the waste material will be compared to the cost of an
alternate on-site landfill disposal option. The on-site landfill
disposal option includes construction of a new landfill, specifically
designed for this project. The landfill design includes a liner with
leachate collection, storm-water management and a state-of-the-art cap
with gas collection, and post closure care. Any landfill that is
offered to accept the wastes under this solicitation shall be required
to have as a minimum, the same evnironmental protection as the
designed on-site landfill. Specific requirements can be found in the
solicitation documents. The selection process will consist of two
steps. The first step will consist of a review and selection of the
bids provided under this solicitation that best meet the selection
criteria. The second step will be to then compare these selected bids
against the on-site disposal option proposals that are being received
under a separate solicitation vehicle. Selection of the off-site versus
on-site disposal approach will be based on a "Best Value" evaluation of
proposals using the Evaluation Criteria identified in the solicitation
documents. A comparison of the off-site and on-site disposal
alternative will be based on a number of factors including cost. As
part of the comparison process, the on-site disposal alternative will
be penalized with a community concern credit for additional costs
associated with the landfill (e.g., post closure care). Solicitation
Documents will be available on or after Wednesday, October 27, 1999, at
Stone & Webster's address above and may be examined free of charge.
Bidders may obtain one set of documents at no cost. A public forum will
be held on Wednesday, November 3, 1999 at 9:00 AM, at the Devens
Conference Center, 100 Sherman Ave. (former Officer's Club), Devens
Reserve Forces Training Area, Devens, Massachusetts. The purpose of
this public forum is provide prospective bidders with information
needed to prepare their bids/proposals. Unescorted site visits of four
of the six Landfill Remediation sites will be allowed after the
meeting. Bids will be accepted until 4:00 PM on December 6, 1999. Bids
shall be submitted to the attention of Donald Fournier at Stone &
Webster's address listed above. Bids whall be firm fixed unit price
backed by a bid bond. Multiple awards will be issued if this disposal
option is chosen. A special invitation is extended to Small, Small
