E. Lutz VA Medical Center (VAMC), Saginaw, Michigan is soliciting for
the servicesof an Architect Engineer (A/E) firm to include but not
limited to study of electrical distribution system for replacement of
main normal switchgear and emergenct switchgear, and feed cables;
replacement of subpanels and wiring and preparation of design, plans,
specifications, estimates, record drawings, reports, surveys and
construction inspection in the design and renovations of hospital
projects. The A/E is to develop detailed as-built and design
construction drawings and specifications, construction estimates,
provide necessary construction period services for the Project Number
655-00-102, Correct Electrical Deficiencies, Phase I. The project
requires the upgrading of the existing electrical distribution systems,
and may include some architectural, plumbing, and mechanical work, all
in accordance with the current VA design guides, standards and
requirements, NFPA, ASHRAE, local and federal codes. The A/E shall
accomplish the study of existing electrical distribution system
deficiencies, prepare a preliminary report and propose construction
phases and develop the design, development and the construction
documents (drawings and specifications) as per requirements of Program
Guide PG-18-15, Volume C, aesubmin.doc availalble at
http:/www.va.gov.facmgt/standard/aeinfo. Architect-Engineer firms which
meet the requirements described in this announcement are invited to
submit: (1) a Standard Form 254, Architect-Engineer and Related
Services Questionnaire, (2) a Standard Form 255, Architect-Engineer and
Related Services Questionnaire for Specific Project, when requested,
and (3) any requested supplemental data to the procurement office shown
on or before close of business no later than the 30th day after the
date of appearance of this announcement in the CBD will be considered.
Firms having a current Standard Form 254 on file with the procurement
office shown are not required to register this form. Firms responding
to this announcement before the closing date will be considered for
selection, subject to any limitations indicated with respect to size
and geographic location of firm, specialized technical expertise or
other requirements listed. Following an initial evaluation of the
qualification and performance data submitted, three or more firms that
are considered to be the most highly qualified to provide the type of
services required, will be chosen for negotiation. Selection of firms
for negotiation shall be made through an order of preference based on
demonstrated competence and qualifications necessary for the
satisfactory performance of the type of professional services required,
that include: (1) professional capabilities; (2) specialized experience
and technical competence, as required; (3) capacity to accomplish the
work in the required time; (4) past performance on contracts with
respect to cost control, quality of work, and compliance with
performance schedules; (5) geographical location and knowledge of the
locality of the project, provided that application of the criterion
leaves an appropriate number of qualified firms, given the nature and
size of the project; (6) any other special qualification required under
this announcement by the contracting activity. This is not a request
for proposal. This procurement is restricted to A/E firms within a one
hundred fifty mile radius of the Aleda E. Lutz VA Medical Center,
Saginaw, Michigan and is subject to the availability of funds. The
proposed contract is 100% set aside for small business concerns. All
