SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH
THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL
INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE
ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN
SOLICITATION DOCUMENT WILL NOT BE ISSUED.*****This solicitation,
#53SBNB060010, is a Request for Quotation (RFQ). The solicitation
document and incorporated provisions and clauses are those in effect
through Federal Acquisition Circular 97-12.*****This acquisition is a
100% set-aside for small business. The associated Standards Industrial
Classification Code (SIC) for this procurement is 3825, and the small
business size is 500 Employees.*****The National Institute of
Standards and Technology (NIST) has a requirement for one (1) fanning
laser 3D measurement system (Arc Second Vulcan Base Product Package),
two (2) additional Transmitters with Rechargeable Batteries (Arc Second
Vulcan Transmitters), and four (4) Transmitter Tripods -- brand name,
or equal -- to be used for research in real-time construction component
tracking.*****Salient characteristics of the system include: (a) the
ability to measure 3D coordinate data at sufficiently high data rates
for real-time metrology in both indoor and outdoor locations; (b) 3D
distance, azimuth and elevation angle measurements accurate to +/- 1
mm, +/- 100 ppm taken from any orientation; (c) does not require
vertical orientation during measurements; (d) user definable coordinate
system; (e) RS232 compatible interface; (f) measurement range of 50 m
from each side of transmitter baseline; (g) real-time collection and
storage of measurements, including real-time transfer to CAD; (h)
system software allowing integration with a user-written C program on
a Windows platform; (i) support for multiple users within the same
coordinate frame; (j) indoor/outdoor use, including rugged electronics
for use on an outdoor construction site; (k) no loss of performance in
low-light or dark conditions; (l) one person set-up and operation; and
(m) portable measurement tool with rechargeable battery and a Windows
CE based computer terminal for integration with Windows95 and
Windows98 OS.*****The system shall be 100% Y2K compliant.***** Delivery
is required within ONE WEEK after receipt of faxed copy of purchase
order. *****Delivery location is the National Institute of Standards
and Technology, Building 301, Shipping and Receiving, 100 Bureau Drive,
Gaithersburg, MD 20899-0001. The FOB point shall be DESTINATION,
Gaithersburg, MD.*****The following Federal Acquisition Regulation
(FAR) provisions apply to this solicitation: 52.212-1, Instructions to
Offerors-Commercial; 52.212-2, Evaluation-Commercial Items.*****The
Government anticipates awarding one purchase order resulting from this
combined synopsis/solicitation to the responsible vendor whose
quotation, conforming to this synopsis/solicitation, will offer the
best value to the Government, price and other factors
considered.*****Vendors shalladdress all requirements in this combined
synopsis/solicitation, and shall provide clear evidence of
understanding and the ability and willingness to comply with the
Government's specifications of need. Failure to address a
specification/requirement will be construed by the Government as
inability to meet the need, or the vendor's taking exception to
it.*****All vendors are to include with their quotes, a completed copy
of provision 52.212-3, Offeror Representations and
Certifications-Commercial Items, which may be downloaded from
