COMMERCE BUSINESS DAILY ISSUE OF OCTOBER 25,1999 PSA#2461SECOND ROUND OF THE A-76 COST COMPARISON STUDY AT SIX DEFENSE LOGISTICS
AGENCY (DLA) IN ACCORDANCE WITH OMB CIRCULAR NO. A-76. This notice is
issued to announce the second group of cost comparison studies of
material distribution services at six Defense Logistics Agency (DLA)
depots, in accordance with OMB Circular No. A-76. The intent of these
studies is to determine the most efficient and cost-effective method of
providing distribution services, in the management and operation of the
defense distribution depots at Albany, GA (DDAG), Cherry Point, NC
(DDCN), Hill Air Force Base, UT (DDHU), Jacksonville, FL (DDJF),
Richmond, VA (DDRV), and San Diego, CA (DDDC). These studies will
determine whether these services should be performed under contracts
with commercial sources or through the federal work force. The
resulting contracts, if any, will be awarded on an all or none basis as
fixed price contracts. The contract performance periods will consist of
a three-year base period with the potential for an additional two-year
