supplies, coordination and transportation for services necessary to
repair the AFFF Foam/Water Fire Protection System in Buildings 50, 54,
81, 89, 110, 131, and 137 including removal of existing Fire
Protection components, and installation/startup of new Fire Protection
components including all utility connections. A site visit will be
scheduled and stated in the solicitation (see clause L124c). The
solicitation will be posted on or about 8 Nov 99 on the following web
site: http://pkec.robins.af.mil/. Period of Performance: The contractor
shall deliver, install, and put into service the new Fire Protection
materials not later than 12 weeks after contract award. This
acquisition is a Past Performance Tradeoff. Offerors will be evaluated
based on the following factors: Performance, Pricing Evaluation and
Financial Capability. This acquisition is unrestricted. SIC: 3563 (500
employees) All potential Offerors should contact the above listed

communicate concerns, if any, concerning this requirement. After
contacting the above POC and if you still are not satisfied, an
Ombudsman has been appointed to hear serious concerns that are not
resolved through established channels. The purpose of the Ombudsman is
not to diminish the authority of the program director or contracting
officer, but to communicate serious contractor concerns, issues,
disagreements, and recommendations to the appropriate government
personnel. When requested, the Ombudsman will maintain strict
confidentiality as to the source of the concern. The Ombudsman does not
participate in the evaluation of proposals or in the source selection
