pmcteer@email.usps.gov. The USPS is seeking sources and qualification
statements in accordance with USPS Purchasing Manual (PM) Section 3.5.2
from design firms who are interested in being considered for
engineering services for design and economic justification of the
material handling systems needed in new mail processing facilities. We
are seeking firms who currently provide industrial systems layout and
economic analysis for large processing facilities. The USPS Major
Facilities Office will start the design and construction of a number of
new Processing & Distribution Centers (P&DCs) over the next 5 years. As
part of this design, the USPS has a requirement for an Engineering
Consulting Company to provide engineering services for design and
economic justification of the material handling systems needed in these
new facilities. It is anticipated that 3000 to 5000 man-hours of
design, documentation, and supervisory effort per year will be
required. The contract is anticipated to be for a one year period, with
two one year options. We are seeking qualification statements from only
those firms who can adequately demonstrate the following capabilities:
1) successful past performance in the design of industrial conveying
and sorting systems occupying more than 300,000 sq ft and valued in
excess of $15M, including a list of contracts within the past three
years directly related to this effort. This listing must include a
description of each effort, the dollar value, duration, and a point of
contact with the current user of the system. 2) Experience in
analyzing data and developing models to provide an economic rationale
for the configuration of these conveying and sorting systems, including
resumes of at least three of the key personnel in your employment who
may be made available for this effort. 3) Experience and familiarity,
or the ability to quickly acquire the necessary expertise, with the
overall processes occurring within USPS Processing and Distribution
Centers, as well as with USPS bulk equipment design standards. 4) Past
Performance: The contractor must supply pertinent information for the
USPS to evaluate Past Performance (ref. PM Section 2.1.7.c). Past
Performance information is based on the following: (a) Quality (a
record of conformance to contract requirements and standards of good
workmanship); (b) Timeliness of Performance (adherence to contract
schedules, including the administrative aspects of performance); (c)
Business Relations (i.e., a history of being reasonable and cooperative
with customers, commitment to customer satisfaction, integrity and
ethics); and (d) Cost Control (a record of forecasting and containing
costs on changes and cost-reimbursement contracts). 5) Supplier
Capability: Suppliers must provide pertinent information for the USPS
to evaluate Supplier Capability (ref. PM Section 2.1.7.c.3). Supplier
Capability information is based on the following: (a) have, or have the
ability to obtain, resources (financial, technical, staff, etc.)
adequate to perform the work; (b) be able to meet the requiredor
proposed delivery schedule, considering all existing commitments,
including awards pending; (c) have a sound record of integrity and
business ethics; (d) have, or have the ability to develop, a sound
quality control program that complies with solicitation requirements;
(e) have the necessary organization, experience, accounting and
operational controls, and technical; (f) have, or have the ability to
obtain, the necessary technical equipment and facilities; (g) be
otherwise qualified and eligible to receive an award under applicable
laws and regulations. Only those firms who are determined to be
qualified will be considered for any further solicitation and resulting
contract. Interested firms should prepare a summary of their
qualifications, including the most recent financial statements, not to
exceed twenty (20) single-sided pages, which must clearly demonstrate
that they possess the capabilities described above. The qualification
statement must be formatted to address the criteria listed above. No
proprietary information is to be submitted. The qualification statement
must be submitted in an original and three (3) copies, to the address
above no later than November 18, 1999. A solicitation is anticipated to
be issued in late 1999 to those firms determined to be prequalified for
