Please review the Amendments. Offerors are responsible for routinely
checking this internet website for any possible solicitation amendments
that may be issued. No additional notification of any amendments will
be provided. Proposal revised due date : February 1, 2000 The Division
of Cancer Prevention (DCP), National Cancer Institute (NCI), National
Institutes of Health(NIH), intends to expand the existing Master
Agreement (MA) pool for "Preclinical Evaluation of Intermediate
Endpoints and Their Modulation by Chemopreventive Agents". ALL MA
HOLDERS ALREADY IN THE EXISTING MA POOL NEED NOT RESPOND TO THIS
ANNOUNCEMENT. Offerors selected for award of a MA may be solicited to
provide qualified personnel, materials and supplies, equipment and
facilities to carry out orders issued. Offerors should be capable of
performing animal cancer model studies of biomarkers and intermediate
endpoints that might be used in human clinical trials in order to
examine in detail the biomarker modulating effects of selected
chemopreventive compounds. The emphasis will be on efficient studies
aimed at providing more quantitative and more validated intermediate
endpoints for future human clinical trials. Individual work
requirements (Master Agreement Orders (MAOs)) will be issued during the
period of performance and awarded based upon competition among members
of the MA Pool. The MA mechanism is a pre-qualification process to
enable qualified sources to compete for and perform future contracts
which will be awarded based on Request for Proposals (RFPs). The MA
award is non-monetary and is exclusively for the purpose of compiling
a pool of contractors who are pre-qualified to perform services for
efficacy studies. The obligation of funds shall be accomplished solely
through the award of contracts (MAO). Any MA awarded as a result of
this solicitation will be in effect from the effective date to December
31, 2002. This solicitation will be open and remain on the NCI's
Website for the duration of the existing MA Pool with a revised due
date for receipt for proposals February 1 (or the next business day) of
each year. All responsible sources meeting these criteria are
encouraged to submit a proposal and a sample requirement to be
considered by the NCI. The RFP may be accessed through the Research
Contracts Branch Home Page by using the following Internet address:
