prepared in accordance with the format in Subpart 12.6, as supplemented
with additional information included in this notice. THIS ANNOUNCEMENT
CONSTITUTES THE ONLY REQUEST FOR QUOTATIONS/SOLICITATION; PROPOSALS
ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED.
Solicitation Number RFQ00-Q-002 is issued as a Request for Quotation
through Federal Acquisition Circular 97-13. This is a 100% small
business set-aside. The SIC Code is 7521 and the small business size
standard is $5.0. This is a firm-fixed price requirement for thirty-six
(36) parking spaces for sedans/station wagons within either a two block
radius of the Secret Service building located at 950 H Street, NW or a
one block radius of 1310 L Street, NW. This requirement includes an
option to increase the number of parking spaces by 100% which the
Government has the right to exercise at any time during the period of
performance. The selected garage(s) must be either situated within a
two (2)block radius of the Secret Service location at 950 H Street, NW;
exact boundaries: North -- I Street; South -- F Street; East -- 7th
Street; West -- 11th Street or situated within a one (1) block radius
south or east of the Secret Service location at 1310 L Street, NW;
exact boundaries: South -- I Street; East -- 11 Street. The parking
must be in an indoor garage with access/egress control (attendant
during operating hours.) Twenty-four (24) hour access may be by any
means (attendant, key card, key, etc.) at no additional cost to the
Government. The garage must be available for Secret Service use seven
(7) days per week, twenty-four (24) hours per day, 365/366 days per
year. Self-parking capability is required. Standard commercial garage
is acceptable. The garage must be suitable for vehicular parking with
appropriate exhaust and ventilation. The garage parking space must be
clean free of rubbish and garbage on the floor and in parking spaces.
It must be free from mice, rats, snakes and other unsafe rodents. The
garage space must be free of water standing in floor parking area. The
garage must be well lighted for security reasons. Parking spaces
should be of standard size. The following FAR Provisions and Clauses
are applicable unless otherwise noted: 52.212-1, Instructions to
Offerors-Commercial Items; 52.212-1(b)(8) is deleted; 52.212-4,
Contract Terms and Conditions-Commercial Items; 52.212-5, Contract
Terms and Conditions Required To Implement Statutes or Executive
Orders-Commercial Items. These FAR Provisions and Clauses may be
accessed via the world wide web at: http://www.arnet.gov/far/. Services
are provided to the U.S. Secret Service, F.O.B. Destination. The period
of performance is from Nov. 1, 1999 through Sept. 30, 2000. Inspection
and acceptance shall be at destination. The Government anticipates an
award date of October 29, 1999. Please note: All responsible offerors
